Position Overview

Under the general supervision of the Manager, this role provides engineering support for Reliability Coordination, Real-Time Grid Operations, and Market Operations. The engineer will be responsible for defining and updating operational limits for the grid, documenting the necessary procedures to ensure safe and reliable system operations, and analyzing market impacts due to transmission constraints. This position involves participation in the formulation of ISO policies and methodologies related to the dependable operation of the transmission grid and the effective functioning of the ISO market.

Key Responsibilities:
  • Develop operating requirements and instructions in outage plans and procedures to comply with NERC Reliability Standards and other established guidelines.
  • Conduct operating studies, including power flow, contingency, short circuit, stability, and post-transient analyses, to uphold reliable grid operations for both Day Ahead and Real Time as required.
  • Provide back office support to Control Room shifted Reliability and Market Operations Engineers (RMOE) in daily responsibilities, including performing operating studies and coordinating outages to create Operating Plans.
  • Collaborate with the RMOE team to facilitate the Full Network Model (FNM) promotion process, ensuring timely inclusion of requests and providing feedback to engineering teams.
  • Assist in onboarding new team members, offering comprehensive training on tools and processes to prepare them for various assignments.
  • Support engineering initiatives and technology enhancement projects requested by the RMOE team, performing User Acceptance Testing (UAT) and liaising with internal technology teams and external vendors.
  • Act as a resource for Operations Engineering, providing insights and essential information regarding the ISO/RC West controlled grid to management.
  • Represent ISO Operations Engineering interests in relevant WECC and industry meetings as assigned.
  • Develop and document automated tools and advanced analysis methods for monitoring operational performance and identifying transmission system issues.
  • Gather and analyze issues reported by Control Room shifted RMOEs to assist the OES Leadership team and other departments in resolving System Operations challenges.
  • Maintain Control Room Shift RMOE Qualifications and may provide coverage on rare occasions if necessary.
Qualifications:

Education:
  • Bachelor's degree in Electrical Engineering; Power concentration preferred.
  • Master's degree or Ph.D. is a plus.
Certifications:
  • NERC Reliability Authority (or System Operator) Certification is required or must be obtained within six months of employment.
Experience:
  • Minimum of two years of relevant experience.
Skills:
  • Experience in simulation and analytical studies of electric power systems, including transient stability and load flow analysis.
  • Familiarity with simulation software such as PSS/E, PSLF, PowerWorld, VSAT, TSAT, or EMS systems is desirable.
  • Knowledge of the California Electric System and Market.
  • Experience in the electric utility industry, particularly in Operations Planning, Real-Time Operations, Transmission Planning, Electricity Markets, Renewable Integration, Protection relays, or EMS.

  • Ability to work effectively in a team setting as both a facilitator and team member.
  • Strong analytical, verbal, and written communication skills with a keen attention to detail.
  • Proficient in deductive reasoning and analytical thinking, demonstrating sound judgment and decision-making abilities.
  • Excellent interpersonal and conflict resolution skills.
  • Self-motivated with the capability to work independently in a dynamic environment under pressure.
  • Problem-solving skills and the ability to influence others without direct authority.
Compensation:

The salary range for the Reliability and Market Operations Engineer position is $98,250 - $163,750 annually.
