Our role is akin to that of air traffic controllers; it would be unjust for them to favor one airline over another. Similarly, the California ISO operates independently, managing the flow of electricity on a grid we do not own, ensuring timely and reliable delivery to utilities and consumers.

Position Overview

Under the general supervision of the Manager, this role provides engineering support for Reliability Coordination, Real-Time Grid Operations, and Market Operations. Responsibilities include establishing and updating operational limits for the grid, documenting related procedures to ensure safe and reliable system operation, and modeling market impacts due to transmission constraints. The position also involves contributing to the development of ISO policies and methodologies related to the reliable functioning of the transmission grid and the efficient operation of the ISO market.

Key Responsibilities:
  • Develop operating requirements and instructions in outage plans and procedures to comply with NERC Reliability Standards and other established guidelines.
  • Conduct operating studies, including power flow, contingency, short circuit, stability, and post-transient analyses, to ensure reliable grid operation for both Day Ahead and Real Time.
  • Provide back office support to Control Room shifted Reliability and Market Operations Engineers (RMOE) in core job functions, including performing operating studies and coordinating outages.
  • Collaborate with the RMOE team to assist in the Full Network Model (FNM) promotion process, ensuring timely inclusion of requests.
  • Support the onboarding of new team members by providing comprehensive training on tools and processes.
  • Offer engineering support for technology enhancement projects requested by the RMOE team, perform User Acceptance Testing (UAT), and liaise with internal technology teams and external vendors.
  • Serve as an operations engineering expert, providing insights to other ISO divisions and departments.
  • Represent ISO Operations Engineering interests in relevant WECC and industry meetings as assigned.
  • Develop and document automated computer programs/tools for comprehensive monitoring of transmission system performance.
  • Collect and analyze issues reported by Control Room shifted RMOEs to assist in resolving System Operations related challenges.
  • Maintain Control Room Shift RMOE Qualifications and may provide coverage on rare occasions if business needs arise.
Qualifications:

Education:
  • Bachelor's degree in Electrical Engineering; Power concentration preferred.
  • Master's degree or Ph.D. preferred.
Certifications:
  • NERC Reliability Authority (or System Operator) Certification required or must obtain within six months of employment.
Experience:
  • Minimum of two years of related experience.
Type of Experience:
  • Experience in simulation and analytical studies of electric power systems, including transient stability and load flow analysis.
  • Familiarity with simulation programs such as PSS/E, PSLF, PowerWorld, VSAT, TSAT, or EMS systems is desirable.
  • Knowledge of the California Electric System and Market.
  • Experience in the electric utility industry, particularly in Operations Planning, Real-Time Operations, Transmission Planning, Electricity Markets, Renewable Integration, Protection Relays, and EMS.

  • Ability to work effectively in a team environment.
  • Strong analytical, verbal, and written communication skills with attention to detail.
  • Proficient in deductive reasoning and analytical thinking.
  • Excellent interpersonal and conflict resolution skills.
  • Self-motivated and capable of working independently under pressure.
  • Problem-solving skills and the ability to influence others without direct authority.
Additional Information:

The pay range for the Reliability and Market Operations Engineer is $98,250 - $163,750 annually.
