Position Overview:
The EOAA Systems Analyst is responsible for critical operations and the formulation of life cycle maintenance strategies and configuration management outputs that ensure the availability of naval vessels for operational tasks and support the anticipated service life of the nation's surface ship fleet.
Key Responsibilities:
- Conduct technical planning, system integration, verification and validation, cost and risk assessments, and supportability analyses for comprehensive systems. Perform evaluations at all stages of the total system product, including concept, design, fabrication, testing, installation, operation, maintenance, modernization, and disposal. Ensure the systematic incorporation of maintenance requirements into total availability solutions within technical, scheduling, and budgetary constraints.
- Standardize and coordinate cost data collection and reporting for SURFMEPP. Distribute, gather, and analyze cost-related data requirements across departments, facilitating the consolidation of cross-departmental data requests. Monitor standard job-related man-day estimates at the hull level.
- Provide recommendations for process improvements based on the analysis of performance metrics and standard job data. Develop, maintain, and analyze maintenance cost history and trends for all surface vessels. Offer process enhancement suggestions to the Engineering Department to optimize maintenance planning and execution. Deliver data analysis training to Port Engineers for the development of Maintenance and Modernization Business Plans (MMBP's) and Planning Board for Maintenance.
- Collect, organize, and analyze data to produce graphs, charts, trends, and models based on assessments of Total Ownership Costs (TOC). Create presentations and benchmarks, recommending metric targets for improvement based on data analysis. Compile and evaluate cost data, providing weekly cost analysis briefings to the department. Make informed recommendations regarding the successful completion of ship repair maintenance availabilities and the operational functions of a Naval Repair Facility.
- Represent the organization in meetings and conferences with government and private sector representatives to gather cost data or identify training needs. Host visitors from other installations and private industry to explain continuous maintenance production methodologies and techniques.
Minimum Qualifications:
- High School Diploma or GED, with 7 or more years of professional experience in Navy Maintenance or Modernization Availability Planning, including familiarity with Navy/Military Maintenance Database Programs.
- Experience in training and mentoring junior staff.
- Proficient in public speaking before Senior Military and Government Officials and large audiences, demonstrating excellent customer interaction skills.
- Proficient in Microsoft Office Suite.
Preferred Qualifications:
- Knowledge of Naval organization, programs, missions, and functions of the Department of the Navy, NAVSEA, and stakeholders.
- Experience with Six Sigma methodologies and Root Cause analysis.
- Ability to organize and deliver persuasive presentations, both orally and in writing, to influence management decisions and compose complex correspondence.
- Experience in data analysis to identify feasible alternatives and make recommendations for successful ship repair maintenance and operational functions of a Naval Repair Facility.
- Capability to represent the organization in meetings and conferences to explain programs, gather cost data, and address stakeholder training needs.
Security Requirements:
- U.S. Citizenship is required, along with an active Secret Security Clearance; an Interim Secret is acceptable to start.
Physical Requirements:
- Ability to lift and transport up to 30 lbs.
- Ability to navigate up to four flights of stairs, planks, or galley ways.
- Capability to crawl and maneuver in confined spaces if necessary.
- Ability to operate standard office equipment.
- Must be capable of boarding a ship in an operational and industrial environment.
- Ability to climb ladders and navigate through scuttles onboard vessels.
- Must be able to remain stationary for 50% of the time.
- Occasional movement within the office to access files, office machinery, or communicate with colleagues and management.
The projected compensation range for this position is $66,800-$111,400, influenced by factors such as Contract Wage Determination, relevant work experience, skills, geographic location, education, and certifications.
