Position Overview:

The Medicaid Eligibility Examiner 2 is a key role within the New York State Hiring for Emergency Limited Placement Statewide Program (NY HELPS). This position allows for a noncompetitive appointment, meaning candidates do not need to undergo an examination but must meet the minimum qualifications outlined for the role.

Upon selection under the HELPS Program, individuals will initially be appointed as temporary employees. Following a successful performance evaluation, the appointment may transition to a permanent non-competitive status.

Once in permanent status, the official probationary period will commence, allowing the employee to take any promotional examinations for which they qualify. Within a year of permanent appointment, employees hired through NY HELPS are expected to convert their permanent non-competitive employment status to permanent competitive status without the need for an examination.


Minimum Qualifications:

Non-Competitive: Candidates must possess four years of full-time experience in one or more of the following areas: managing health care service reimbursements, engaging with social services programs, determining eligibility for consumer assistance programs in healthcare settings, overseeing health care regulations, or conducting quality assurance and compliance activities.

Competitive: Current New York State employees with at least one year of permanent or contingent-permanent competitive service as a Medicaid Eligibility Examiner 2 or in a comparable role at a higher salary grade may qualify for this position.

If fewer than three promotional candidates from the New York State Department of Health respond, the agency may nominate a qualified employee for non-competitive promotion.


Preferred Qualifications:

Ideal candidates will have professional experience in public health insurance programs, particularly New York's Medicaid, Medicare, and/or Child Health Plus. Strong verbal and written communication skills, analytical abilities, attention to detail, and proficiency in Microsoft Office applications are highly valued. Experience with electronic data systems, such as eMedNY and NYSOH Back Office, is also beneficial. Supervisory experience is considered an asset.


Key Responsibilities:

The Medicaid Eligibility Examiner 2 will operate within the Bureau of Quality Management and Change Control. Responsibilities may include:

  • Supervising lower-level staff.
  • Managing electronic referrals from the contact center.
  • Collaborating with relevant staff to resolve consumer inquiries.
  • Updating training materials and procedural documents as necessary.
  • Conducting quality assurance reviews of work completed by the customer service center contractor.
  • Maintaining cooperative relationships with various units and agencies to enhance public health insurance delivery.
