  • One year of permanent competitive class service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Titles eligible for transfer to the Journey Level include but are not limited to:
Contract Management Specialist 1, Human Resources Specialist 1, Senior Administrative Analyst, Policyholder Services Representative 1, Claims Services Representative 1; OR,

  • A bachelor's degree and two years of professional experience* providing administrative, and staff support to executives, program managers and staff, boards, or commissions by overseeing budget, human resources, and business services activities for an organization or program.
  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description Responsibilities include, but are not limited to:

  • Manage sensitive matters such as signing, writing, editing documents, briefings, reports, and correspondences as needed.
  • Manage and track travel expenses. This involves reconciling invoices, receipts, and credit card statements, and ensuring travel compliance with company policies and budgetary constraints. Additionally, assisting to resolve any travel-related issues that may arise. Complete purchase requisitions and receive purchases.
  • Coordinate department organizational chart updates.
  • Enter Information Technology system service tickets when needed.
  • Submit a Project Sunlight Compliance Report monthly.
  • Schedule conference calls, virtual meetings, and in-person meetings.
  • Reserve conference room for various meetings and events.
  • Coordinate availability of rooms with executive staff.
  • Notify building occupancy staff and security of visitors.
  • Support Finance & Actuary staff. This includes but is not limited to setting up interviews, assisting with employee exit, new hire on-boarding, separation notice checklist, Employment Application part -1, RFA, RTF, evaluation forms, monitoring time and attendance, LATS support, and order and distribute supplies and calendars.


Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).


For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.


At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State.

While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
