Responsibilities
You will provide guidance, support, analysis, and information to senior analysts and financial managers regarding the fiscal status of designated segments and program areas, as well as the status of accounting and budgetary actions.

You will act as a primary contact for processing customer requirements, with the responsibility of analyzing purchase requests to determine appropriate funds usage documentation, object class, and job order number.

You will prepare funds usage documents, including but not limited to project orders (PO), work requests (WR), requests for contractual procurement (RC), Military Interdepartmental Purchase Requests (MIPR), and miscellaneous obligation documents (MD). You will also process invoices for vendor payments.

You will ensure that the information contained in invoices aligns with the contract scope and monitor expenditures throughout the contract duration.

You will establish and maintain communication with representatives from the Defense Finance and Accounting Service to resolve issues encountered with reporting systems and controls.

You will conduct special studies and prepare reports illustrating the status of financial management programs. You will maintain close contact with senior financial analysts, financial managers, and administrative personnel within Headquarters and field offices. You will make recommendations in support of or against funding for purchase requests.

Qualifications
GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
  • Experience in finance programs and competencies that provide knowledge of financial principles and procedures.
  • Experience and training that demonstrate the ability to follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures.
  • Understanding of the basic principles and concepts of Navy financial business program requirements.

GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
  • Experience in finance programs and competencies that provide knowledge of financial principles and procedures.
  • Experience and training that demonstrate the ability to follow directions, read, retain, and understand a variety of instructions, regulations, policies, and procedures.
  • Understanding of the basic principles and concepts of Navy financial business program requirements.

Education
GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

GS-07: 1 full year of graduate-level education or superior academic achievement.

Additional Information
This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any scheduled appointments.
