The Quality Assurance Auditor reports directly to the Director of Quality Enhancement/Assurance or another designated department head.

This role involves conducting thorough evaluations of the service delivery systems to ensure adherence to relevant standards, regulations, and internal policies.

The Quality Assurance Auditor engages in quality improvement initiatives to support the facility in meeting and sustaining compliance with ICF standards.

Audit and quality enhancement responsibilities encompass planning, coordination, execution, and assessment of various program areas.

Additional duties include performing internal program evaluations; coordinating external audits and surveys; compiling detailed reports of findings with actionable recommendations; developing and implementing corrective action plans; providing training and consultation to staff; conducting record audits; and preparing necessary reports for the Health and Human Services Commission (HHSC).

The Quality Assurance Auditor also follows up on recommendations stemming from incident investigations as needed. The work schedule may vary to accommodate audits, surveys, and special projects.

Essential Job Functions:

Regular attendance is expected, and you may be required to work specific shifts or, at times, a rotating schedule, extended hours, and/or overtime in accordance with agency policies while performing other assigned duties.

May serve in an on-call capacity on a rotating basis to meet the operational needs of the facility.

Conducts evaluations, audits, and reviews to assess the facility's compliance with certification standards, regulations, and internal policies.

Prepares comprehensive reports outlining the findings and recommendations from evaluations, audits, and reviews.

Coordinates activities related to surveys by HHSC for recertification, incidents, and complaints, including data collection and information dissemination prior to surveys and assisting auditors during the evaluation process.

Participates as a collaborative team member in developing and implementing corrective action plans following evaluations, audits, and reviews.

Coordinates data collection, audits, and analysis to prepare reports as mandated by HHSC (Critical Incident Reporting System, Governing Body, Medicare B, Facility Support Performance Indicators, Management Plan, and facility self-assessments).

Contributes to the development or revision of policies and procedures.
Provides guidance and interpretation of regulations and standards for program planning and evaluation.
Regularly reviews operational manuals for compliance with applicable laws, regulations, and policies, making revisions as necessary.
Develops training materials and conducts staff training sessions.
Facilitates regular meetings and participates in resident programming and facility committees.

Coordinates non-consensus resolutions by serving as the lead for Administrative Review Teams and preparing detailed reports summarizing the outcomes of team meetings.

Performs related tasks as assigned

Other responsibilities may include actively participating in or supporting the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation.

Such involvement may necessitate adjustments to shift patterns and/or work locations.

Knowledge Skills Abilities:
Experience in a human services environment.
Ability to conduct complex audits related to programs and inspections in a residential service context.
Proficiency in presenting program information clearly and concisely, both verbally and in writing.

Familiarity with state and federal standards, laws, and regulations relevant to the facility, including ICF/IDD standards and the Texas Administrative Code (TAC), HHSC rules and regulations, or the capability to acquire this knowledge.

Understanding of individual habilitation plans, including active treatment, interdisciplinary team processes, and health and safety considerations.
Knowledge of incident management processes.
Ability to analyze data, identify issues in program areas, and recommend corrective measures.
Capacity to ensure successful implementation and completion of actions recommended in incident investigations.
Ability to draft or contribute to the development of policies and procedures.
Ability to provide effective oversight of staff activities.
Strong communication skills to offer program consultation and conduct training sessions.
Proficiency in utilizing job-related computer applications effectively.
Extensive knowledge and ability to train staff.
Ability to facilitate meetings.
Competence in managing time, resources, and workload independently and efficiently.

Flexibility and independence in responding to departmental needs and the ability to adapt to related policies and procedures.
