Position Overview
As an Air Environmental Specialist, you will play a crucial role in executing environmental strategies and supporting district asset teams along with training initiatives within the designated area.

Key Responsibilities
• Collaborate with asset teams to guarantee adherence to environmental regulations, which includes preparing necessary reports, organizing waste disposal, and ensuring that environmental plans are consistently updated.
• Oversee the air permitting process for the site, ensuring that the PSD and Title V air permits are current and submitting permit-by-rule applications as needed.
• Conduct semi-annual evaluations as mandated by Texas regulations and complete the Title V Deviation Reports as required.
• Maintain compliance documentation for all air quality regulations, including MACT ZZZZ, MACT EEEE, and MACT Y, as well as NSPS Kb and NSPS IIII, ensuring that periodic reports are assembled and submitted as required.
• Manage the Leak Detection and Repair (LDAR) program, including oversight of third-party contractors and coordination with the maintenance team to ensure timely repairs.
• Provide guidance and support to asset teams in fulfilling environmental training requirements across Field Operations and Terminal Employees within the district.
• Coordinate the disposal and documentation of waste generated on-site, ensuring compliance with all relevant regulations.
• Assist asset teams in conducting annual environmental audits of pipeline and terminal facilities, as well as necessary inspections.
• Communicate and reinforce the importance of environmental compliance throughout the organization.
• Lead investigations and root cause analyses for significant incidents, including product releases.
• Act as the Site Environmental Officer during pipeline and terminal emergencies, coordinating cleanup and remediation efforts.
• Serve as a liaison between environmental teams and state agencies, providing technical advice on environmental equipment and procedures.
• Ensure that all environmental reporting obligations are fulfilled, including Discharge Monitoring Reports (DMRs) and Annual Waste Summaries.
• Regularly update environmental plans, such as the Environmental Response Action Plan (ERAP) and Spill Prevention, Control, and Countermeasures (SPCC) Plan, ensuring they reflect current practices and equipment.
• Promote recycling and waste reduction initiatives on-site, implementing strategies to minimize waste generation.
• Conduct audits and provide consulting during various operational activities, including hydrostatic pressure tests and tank repairs.
• Assist in the development and revision of System and Local Operating Manuals, supporting asset teams as needed.
• Maintain and assist with Emergency Response Plans, ensuring preparedness for potential incidents.
• Collaborate with district teams to conduct training exercises and drills, enhancing overall readiness.
• Provide recommendations and expertise in specialized environmental program areas.
• Facilitate New Employee Training and support Operations Training as necessary.
• Work with Health, Safety, Security, and Environmental management to develop comprehensive safety and training programs.
• Represent the organization at public awareness meetings regarding pipeline operations.

Qualifications
• A Bachelor's degree in a relevant field such as science or engineering is required.
• Experience in pipeline environmental compliance, ranging from entry-level to over 10 years, depending on the position level.
• Recognized as a subject matter expert in multiple environmental program areas, demonstrating full competency in supporting compliance efforts.
• Familiarity with pipeline and terminal operations, including emergency response protocols, is highly desirable.
• Certifications such as OSHA/RCRA 24-hour HAZWOPER and IS-700 NIMS & ICS 100 are preferred.
• Proficiency in Microsoft Office is essential, with experience in Visio and SharePoint being advantageous.
• Minor travel may be required, with flexibility to accommodate short-notice travel needs.

Certificates & Licenses
• A valid driver's license is necessary.
• Relevant certifications such as CEP or CHMM are highly desirable.
