Position Overview:

The role of Senior Financial Analyst and Cost Modeler is situated within the Bureau of Consular Affairs, specifically in the Office of the Comptroller, Strategic Planning and Policy Division (CA/C/SPPD). This division serves as the central financial management entity for the Bureau, overseeing critical programs related to Consular and Border Security.

The CA/C/SPPD is tasked with managing the Cost of Service Model (CoSM), Interagency Reimbursements, and Strategic Planning initiatives. This position is integral to the CoSM team and reports directly to the Deputy Division Chief.

Key Responsibilities:


As a Senior Financial Analyst and Cost Modeler, you will engage in high-level analysis, coordination, and execution of the Cost of Service Model (CoSM) and Activity Based Costing (ABC) methodologies for the CA/C/SPPD.

You will be responsible for drafting and presenting annual updates to the cost model in accordance with directives from the designated Government Point of Contact, collaborating closely with your team.

Acting as an ABC expert, you will facilitate the transition and implementation of new software as necessary, ensuring the accuracy of assumptions and calculations within the cost model through the ABC framework to establish a reliable baseline.

Your role will involve updating unit cost reports for various scenarios and assisting in providing expert guidance related to unit cost calculations at the conclusion of the annual model update cycle.

Additionally, you will conduct annual reviews to enhance methods for analyzing multi-year data sets, leveraging historical insights and specialized expertise to effectively communicate the evolution of the cost model.

You will also support revenue and carryforward analysis for the entire CBSP, breaking it down by revenue source, and assist in developing spending plans by fund source utilizing model outputs to offer guidance and justification for expenditures.

Updating Standard Operating Procedures for maintaining the cost model and providing relevant training and support to colleagues on the model and ABC software will be part of your responsibilities.

Participation in team meetings will be expected, covering topics such as planning, data collection and analysis, data validation, modeling, unit cost analysis, and revenue analysis.

You will provide technical guidance and support to junior staff regarding the model and software, ensuring the maintenance of professional competence and a robust knowledge base by staying informed on emerging trends and best practices related to ABC and modeling. Other duties may be assigned by the team or CA/C leadership as necessary.

Qualifications:
To qualify for this position, candidates must be U.S. citizens with a valid U.S. passport and possess or be able to obtain and maintain a minimum SECRET clearance. A Bachelor’s degree is required, along with a minimum of 10 years of experience in project or program management. Candidates should demonstrate expert knowledge and practical application of Activity Based Costing (ABC) methodology, as well as experience working with large data sets, including the ability to sort expenditure data for fee modeling purposes.

Proficiency in user fee statutes, regulations, and policies is essential, along with experience in data analysis, including the use of Business Intelligence (BI) software tools and Microsoft’s Power Suite. Experience in preparing documentation and responding to findings for external audits, including those conducted by the General Accountability Office (GAO) and the Office of the Inspector General (OIG), is also required.

Excellent verbal and written communication skills are a must, as is a customer service-oriented approach that emphasizes problem-solving and maintaining high ethical standards. Proficiency in Microsoft applications (MS Word, PowerPoint, and Excel) is necessary, along with familiarity with various virtual meeting platforms such as Microsoft Teams, Webex, and Zoom.

Knowledge of analytical and evaluative techniques for planning and conducting studies of management functions or programs is important. Experience within the Department of State is required, and an understanding of consular activities is preferred.

Additional Requirements:

As a condition of employment, candidates must pass a pre-employment drug screening and have acceptable reference and background check results. Candidates may be subject to a government security investigation and must meet eligibility requirements for access to classified information. Only U.S. citizens are eligible for a security clearance, and candidates must have or be eligible for security clearances. Occasional travel may be required.
