Position Overview:

The Financial Planning and Analysis Manager will play a crucial role within Tetra Tech's Cost and Pricing Team. This position is tasked with assisting in the development of Cost Proposals, which encompass the proposal budgets along with all necessary financial documentation.

Key Responsibilities:

Deliver cost and pricing assistance across a comprehensive range of proposals, including both domestic and international opportunities. Identify optimal pricing strategies for bids and perform price-to-win assessments. Ensure that cost proposals align with the profitability benchmarks and objectives established by the organization. Create and/or revise budget spreadsheet templates for various contracting formats. Evaluate pricing and estimating methodologies utilized throughout Tetra Tech. Gather cost and pricing information for bids, including local cost data, market insights for cost components, ensuring precision and uniformity in budget data compilation and presentation. Employ and sustain cost and pricing models, narratives, schedules, and technical elements in proposal development in accordance with request for proposal (RFP) guidelines. Collaborate with Project Managers and other Tetra Tech personnel to guarantee that all contract pricing activities adhere to company policies and requirements. Actively engage in all proposal capture efforts, proposal evaluations, and post-proposal/award assessments. Provide capacity building support to small and local subcontractors in budget formulation, indirect cost rate or multiplier development, and other necessary documentation. Facilitate negotiations regarding salaries, benefits, and allowances. Negotiate with partners and subcontractor organizations to ensure compliance of partners' budgets and cost proposal documentation with donor and solicitation requirements, ensuring subcontractors possess adequate systems for managing donor funds. Determine the most suitable subcontract type based on subcontractor capabilities. Prepare justifications and supporting materials to obtain client waivers and approvals for subcontractors, grantees, personnel, etc. Draft consent documents for subcontracts, including the collection and analysis of documentation, and executing competitive processes as necessary. Analyze client requests for proposals (RFPs) to formulate pricing strategies. Review draft and final award documents for consistency and compliance of financial and costing data with cost proposals and solicitation criteria. Provide analytical support and documentation to the project implementation team. Collaborate with Technical teams, Project Managers, and the Financial Management Team (FMT). Assess the financial implications of teaming, staffing, and procurement decisions for bids and post-award execution. Work alongside Project Managers and the Contracts Department in the formulation of budgets for Contract Modifications.

Required Qualifications:

A Bachelor's degree in accounting, finance, business, or a related field is mandatory. A minimum of five years of professional experience in cost and pricing and/or budget management is essential. Proven experience in preparing and/or managing budgets for USAID, US Department of State, and/or other international development agencies. Proficiency in Excel for budget preparation is required. Familiarity with USG procurement regulations and FAR/AIDAR is necessary. Excellent written and verbal communication skills in English are required.

Pay Transparency Statement:

We are committed to a thoughtful, compliant, and equitable approach to employment compensation. We pledge to conduct a comprehensive salary analysis, considering individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys. The anticipated pay range for this position is $85,000 to $100,000 USD.
