Position Summary

The Specialized Telecommunications Assistance Program aims to support individuals with disabilities whose conditions hinder their ability to utilize the telephone system. STAP Specialists serve as local service providers engaged to assist with the application process. These specialists are equipped to verify qualifying disabilities for eligible applicants, provide insights on the types of devices and services endorsed by the program, and submit completed applications to the relevant authorities.

The STAP Outreach and Training Specialist will collaborate with the Office of Deaf and Hard of Hearing Services under the Texas Health and Human Services Commission. Additional information regarding the ODHHS and the STAP Outreach and Training Program can be found on the official website.

Key Responsibilities

  • Manage requests and provide support to the disabled community within a designated region.
  • Develop and implement outreach strategies to attract new clients and customers.
  • Establish and nurture relationships with potential and existing clients through effective outreach initiatives.
  • Independently manage a caseload in the assigned region, prioritizing requests to ensure adequate service delivery.
  • Identify and evaluate the service needs of unserved and underserved individuals, providing outreach and support as necessary.
  • Conduct assessments of workplace and home technology, offering reports with solution options for individuals unable to use traditional telephone systems.
  • Forge partnerships with state and local service agencies, federal entities, law enforcement, educational institutions, and private organizations to ensure equal access and provide outreach and support services.
  • Follow up on service referrals to provide assistance and ensure service delivery.
  • Deliver training to service providers to enhance access to existing services for the target population.
  • Create training materials regarding relevant state and federal access laws and technological devices for individuals with disabilities.
  • Facilitate training sessions in both individual and group settings for service providers and consumers to achieve program objectives.
  • Receive and process incoming videophone and telephone calls requesting assistance.
  • Maintain accurate records of activities and submit weekly reports to supervisors for billing purposes.
  • Perform additional duties as assigned.
  • Handle highly confidential and sensitive information related to employees and customers, requiring integrity to maintain confidentiality.

Qualifications

  • Effective communication skills in American Sign Language (ASL).
  • Proficiency in utilizing assistive technology for communication.
  • Knowledge of various specialized assistive devices and software for individuals with disabilities accessing the telephone network.
  • Adept at building relationships and driving new business through targeted outreach.
  • Understanding of the telephone network access needs of individuals with disabilities.
  • Familiarity with the Americans with Disabilities Act (ADA), Fair Housing Act, and relevant sections of the Rehabilitation Act, along with applicable state and local laws.
  • Experience in interviewing techniques to assess service or communication access needs.
  • Spanish language skills are preferred.

Education:

  • AAS degree or higher in a human services field or related area, with four years of demonstrated experience serving individuals with hearing loss and disabilities.

General Requirements:

  • Ability to sit or stand for extended periods.
  • Dexterity to operate a computer mouse, keyboard, and other components.
  • Regular and predictable attendance is required.
  • Positive attitude, teamwork, and strong interpersonal communication skills are essential.
  • Independent travel within the assigned region is necessary.
  • A valid driver's license, personal vehicle access, and vehicle insurance are required.
  • Knowledge of American Sign Language is preferred but not mandatory.
