Regulatory Compliance Manager

Location: North Carolina and South Carolina

Overview

The Regulatory Compliance Manager plays a pivotal role in shaping and overseeing the organization's policies and protocols related to property management. This position involves collaborating with the VP of Affordable Property Management, the Director of Compliance, and Regional Property Managers on various projects, administrative responsibilities, and additional tasks as needed. The role requires travel and the use of a personal vehicle to fulfill job duties effectively.

I. KEY RESPONSIBILITIES

  • Team Leadership
    • Support the Director of Compliance and Regional Property Manager in training community staff and related roles.
    • Foster a collaborative work environment through effective leadership and positive reinforcement.
    • Communicate staff concerns to the Regional Property Manager.
    • Step in as the onsite Community Manager during temporary absences or vacant positions as necessary.
  • Regulatory Oversight
    • Assist in the evaluation of all tenant move-ins, move-outs, recertifications, and interim processes in accordance with regulatory programs and company guidelines.
    • Ensure adherence to regulatory compliance with company policies and industry standards on behalf of the property owner or agent.
    • Verify that each property complies with its specific program regulations.
    • Interpret and apply HUD regulations, recommending necessary compliance adjustments.
    • Establish a systematic schedule for reviewing and inspecting tenant files, both onsite and electronically, for all HUD, RD, and HOME projects.
    • Facilitate the implementation of new or revised governmental rules and procedures, along with standard operating manuals.
    • Compile and complete compliance reports for various stakeholders, including third parties, banks, and state agencies.
    • Input Tax Credit Rent and Utility Allowances into the Yardi system as required.
    • Prepare for and participate in regulatory management inspections and other onsite evaluations as needed.
    • Review audit packages for HOME and State Housing audits prior to submission.
    • Manage EIV online recertifications and maintain master EIV authorization files for all employees, ensuring annual EIV training for onsite staff.
    • Develop and uphold Affirmative Fair Housing Marketing Plans for all properties.
  • Attendance is a critical function of this role.
  • Perform tasks of subordinate associates as necessary, including leasing units and preparing units for leasing.
  • Undertake additional assignments as directed by senior management.

II. REQUIRED SKILLS AND QUALIFICATIONS

  • Exceptional verbal and written communication skills.
  • Strong organizational skills and comprehension of tenant files are essential.

  • Proficient in multitasking and prioritizing responsibilities.

III. EXPERIENCE AND EDUCATION

  • A minimum of five years of experience in HUD, Rural Development, LIHTC, and HOME programs.
  • Property Manager's license is required, and/or Housing Credit Certified Professional Designation (HCCP).
  • Familiarity with apartment management laws and regulations at the federal, state, and local levels.

IV. EDUCATIONAL BACKGROUND

A college degree is preferred. Candidates should possess training or experience in basic computer skills, including proficiency in Microsoft Word and Excel, as well as familiarity with web-based software utilized in apartment management (Yardi Voyager, Popcard, Payscan, Rent Café preferred).

Ability to generate reports and business correspondence effectively. Capable of presenting information clearly and responding to inquiries. Must demonstrate common sense understanding and the ability to follow written and verbal instructions.
