Position Overview:
This role is integral to the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

  • To qualify for this position through NY HELPS, candidates must fulfill the minimum requirements outlined below.

Qualifications:

Open Competitive:
1. A valid New York State Professional Engineer's license with current registration AND a relevant bachelor's degree or higher in the fields listed below;

OR 2.

A valid New York State Professional Engineer's license with current registration AND one year of full-time relevant engineering experience as specified below.


Relevant Degrees:

Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Structural Engineering, Transportation Engineering, or Engineering Science with a recognized concentration in any of the aforementioned engineering disciplines.


Relevant Experience:

One year of full-time engineering experience on transportation projects involving highways, railroads, bridges, airports, waterways, or traffic management systems.


Candidates may also qualify for permanent competitive appointment if they are reachable from the appropriate Civil Service eligible list or are eligible for reassignment or transfer under Civil Service Law.

Promotional Qualifications:

Applicants must possess a New York State Professional Engineer's License with current registration AND be a qualified employee of New York State with one year of permanent competitive or 55-b/55-c service as an Assistant Engineer (Civil/Transportation).


Responsibilities:
The NYSDOT Office of Structures seeks qualified candidates to join the Structures Policy and Innovation Bureau in Albany, NY. As a member of this bureau, you will be assigned to one of two units, contributing significantly to the development of standards, design, analysis, and oversight of bridge projects across New York State.

Unit Responsibilities:
Standards and Policy Unit:

  • Conduct thorough research to remain informed about bridge performance, industry trends, and best practices regarding NYSDOT's bridge standards.
  • Assess the durability and longevity of bridge details, recommending or developing new standard practices.
  • Regularly review and update the Bridge Manual and related documents to ensure their accuracy and relevance.
  • Collaborate with multidisciplinary teams to integrate innovative bridge details into designs.
  • Prepare and update construction specifications for bridge and overhead sign structures.
  • Coordinate the preparation of all bridge-related construction specifications and Engineering Instructions.
  • Provide engineering expertise for special assignments within the Office of Structures.

Major Projects Unit:
  • Work collaboratively with multidisciplinary teams to integrate bridge designs into comprehensive transportation infrastructure projects.
  • Offer technical support for all structural aspects of major project procurement, design, and construction.
  • Communicate the Department's technical standards and guidelines to in-house and consultant designers statewide.
  • Ensure that project development documents incorporate standards and best practices, ensuring constructability.
  • Provide guidance and quality assurance reviews of consultant bridge plans.
  • Act as a liaison between the Office of Structures and other stakeholders regarding bridge project development.
  • Offer engineering expertise for special assignments within the Office of Structures.


Additional responsibilities may include participating in the Incident Command System to support the department's response to emergencies.

Important Notes:
During the NY HELPS Program, this position may be filled via a non-competitive appointment, meaning no examination is required, but all candidates must meet the minimum qualifications for the title they apply for. While serving in this role, employees may participate in any promotion examination for which they qualify.
