Position Overview: This role represents the advanced performance level within the Family Services occupational group. The incumbent is tasked with the creation and execution of tailored service plans utilizing casework methodologies across Employment Services and Child Care, as well as managing basic service caseloads in Adult/Adult Protective Services, Child Protective Services, Foster Care, and Adoptions. Employees may engage in various program areas or focus on specific specialties. Typically, individuals in this position operate autonomously, seeking supervisory guidance only in exceptional circumstances or when policies necessitate oversight. Key Responsibilities:
  • Interprets relevant laws, policies, and regulations applicable to assigned responsibilities;
  • Monitors, coordinates, and administers designated programs;
  • Facilitates services within the assigned area of responsibility;
  • Conducts interviews and evaluates client needs alongside other pertinent factors such as education, skills, interests, and support systems;
  • Informs clients about related service program rules, regulations, and their rights to participate;
  • Presents cases to determine suitable services and develops/implements service plans;
  • Provides case management services to ensure compliance;
  • Manages program waiting lists effectively;
  • Tracks expenditures, prepares and submits budget estimates, and ensures timely payment for services;
  • Completes necessary federal, state, and local planning and reporting obligations;
  • Collaborates with other agencies and participates in multidisciplinary teams to deliver services;
  • Conducts comprehensive monitoring of programs within the specific area of responsibility;
  • Acts as a resource for clients and the community in the area of expertise;
  • Provides after-hours on-call support and responds to emergencies in child/adult protective services and/or foster care.
Knowledge, Skills, and Abilities:

Knowledge: Proficient understanding of social work principles and practices, human behavior, motivational theories, and relevant laws, policies, and regulations related to human services.

Skills: Competence in operating a motor vehicle and utilizing personal computers with associated software.

Abilities: Proven ability to communicate effectively both verbally and in writing; conduct interviews, assess needs, counsel, and refer clients to appropriate resources; develop and implement service plans to ensure the delivery of suitable services; make informed decisions within the framework of existing laws and policies; respond to client emotions to achieve service objectives; manage personal work activities, including service delivery, report preparation, and record-keeping; establish and maintain effective relationships; and stay informed about current trends and developments in the social work sector.

Education and Experience: A minimum of a Bachelor's degree in a Human Services field or any field with at least two years of relevant experience in a Human Services context. Experience in the assigned program area and completion of necessary training programs or an equivalent combination of training and experience that provides the required knowledge, skills, and abilities. Possession of a BSW or MSW degree and a Commonwealth of Virginia Social Worker license is preferred.
