Position Overview: This role represents the full performance level within the Family Services occupational category. Employees are tasked with the creation and execution of tailored service plans that utilize casework methodologies across Employment Services and Child Care, as well as managing basic service level caseloads for Adult/Adult Protective Services, Child Protective Services, Foster Care, and Adoptions. Employees may engage in services across all program domains or choose to specialize in one or multiple areas. Typically, employees carry out all responsibilities independently, seeking supervisory guidance only in exceptional circumstances or when policies necessitate supervisory input. Key Responsibilities:
  • Interprets applicable laws, policies, and regulations within their area of responsibility;
  • Monitors, coordinates, and administers designated programs;
  • Facilitates services within their specific area of responsibility;
  • Conducts interviews and evaluates client needs along with relevant factors such as education, skills, abilities, interests, and support systems;
  • Informs clients about related service program rules, regulations, and their rights to participate;
  • Presents cases to determine suitable services and develops/implements service plans;
  • Provides case management services to ensure compliance;
  • Manages program waiting lists effectively;
  • Tracks expenditures, prepares and submits budget estimates, and ensures payment for services rendered;
  • Completes necessary federal, state, and local planning and reporting obligations;
  • Collaborates with other agencies and participates in multidisciplinary and interagency teams to provide services to clients;
  • Conducts comprehensive monitoring of programs within their area of responsibility;
  • Acts as a resource for clients and the community in their area of expertise;
  • Provides after-hours on-call support and responds to emergencies in child/adult protective services and/or foster care.
Knowledge, Skills, and Abilities:

Knowledge: Proficient understanding of social work principles and practices, human behavior and motivational theories, laws, policies, and regulations related to human services program areas, as well as social, economic, and health issues.

Skills: Competence in operating a motor vehicle and utilizing personal computers with relevant software.

Abilities: Proven ability to communicate effectively in both oral and written forms; interview, assess needs, counsel, and refer clients to additional resources as necessary; develop and implement service plans to ensure the delivery of appropriate services; make sound judgments within the framework of existing laws, policies, and regulations; respond to clients' emotions to achieve service objectives; plan and manage personal work activities, including service delivery, report preparation, record-keeping, and related tasks; establish and maintain effective relationships; and stay informed about current trends and developments in the social work field.

Education and Experience: A minimum of a Bachelor's degree in a Human Services field or a Bachelor's degree in any discipline accompanied by at least two years of relevant experience in a Human Services context (as per Section 22VAC of the Administrative Code of Virginia). Experience in the assigned program area and completion of required training programs or an equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities. Possession of a BSW or MSW degree and a Social Worker license from the Commonwealth of Virginia is preferred.
