Position Overview

Intermediate CUI Analyst

Chenega Systems (CS) delivers empowered solutions in Cybersecurity and Data Visualization to federal agencies. Our Subject Matter Experts bring extensive experience from the federal sector and the data visualization field.

The SBA Office of the Chief Information Officer (CIO) Information Security Division (ISD) is dedicated to fulfilling the mission of providing cybersecurity, privacy, controlled unclassified information (CUI) programs, and records management services across the SBA Enterprise. The SBA IT ecosystem comprises a significant 20,000 node Multi-Protocol Label Switched (MPLS) infrastructure, two on-premises data centers, and around seventy smaller field offices, while also utilizing resources from various cloud providers.

The Intermediate CUI Analyst is responsible for ensuring adherence to CUI regulations and standardizing the organization's processes for handling and implementing designations, safeguarding, disseminating, marking, decontrolling, and disposing of CUI, as well as overseeing self-inspection requirements and other elements of the CUI program.

Key Responsibilities

  • Stay updated on relevant federal privacy laws and accreditation standards.
  • Conduct ongoing compliance monitoring activities in collaboration with Security Policy and Compliance and other compliance offices, including operational assessments.
  • Develop and maintain a compliance crosswalk/matrix comparing SBA's privacy documentation with federal laws, executive orders, federal standards, OMB memoranda, agency policies, guidelines, NIST guidance, and industry best practices.
  • Assist in the creation of desktop procedures, policies, standard operating procedures, checklists, reports, guidelines, correspondence, slide decks, spreadsheets, Privacy webpage content, Privacy Act Statements, PII Incident reports, notification letters, and other necessary privacy documentation, including Privacy Threshold Analysis (PTA), Privacy Impact Assessment (PIA), System of Records Notice (SORN), Computer Matching Agreements (CMA), Privacy Act Statements, and Information/Data Sharing Agreements (ISA/DSA).
  • Perform additional duties as assigned.

Qualifications

  • Bachelor's degree in Records Management, Information Management, Data Management, or a related field.
  • Minimum of 5 years of experience in records management.
  • ICRM CRM certification or at least 3 years of records management experience with the ability to obtain ICRM CRM within 12 months of contract award.
  • Successful completion of a background check.

Knowledge, Skills, and Abilities

  • Experience in data labeling, marking, categorizing controlled unclassified information, CUI destruction, or records digitization processes.
  • Proven experience in leadership roles, coordination, serving as a liaison, and producing high-quality work across privacy, CUI, and records management disciplines.
  • Strong understanding of relevant doctrines, including the Privacy Act of 1974, NIST revision 5, E-Government Act 2002, Section 208, NIST SP, Executive Order 13556, Executive Order 13719, Presidential and Federal Records Act Amendments of 2014, FISMA Act 2014, and OMB circulars A-130, A-108, and A-123.
  • Ability to manage multiple tasks and meet tight deadlines effectively.
  • Excellent teaching, problem-solving, communication, and interpersonal skills.
  • Experience in applying Privacy risk management framework techniques to enhance the current Privacy Program in collaboration with the Chief Privacy Officer.
  • Capability to engage with a diverse range of personnel, including senior management, to ensure compliance with the Privacy Act, CUI, and Federal Records Act.
