Position Overview

The Technology Program Manager will spearhead the initiatives related to the enhancement of our client's internal software systems. The ideal candidate will maintain a collaborative relationship with their key counterpart, the IT Project Manager for Modernization. This role involves directing, overseeing, and managing a program focused on software enhancement or development.

The primary duty of the Project Manager is to ensure the successful execution of the program from inception to completion. It is essential that the program is delivered on time, within budget, and meets the established business, technical, and quality standards.

Initially, work will be conducted onsite, transitioning to a hybrid model thereafter.

The modernization effort is ongoing and will unfold over multiple phases, which include:

  1. Upgrading the licensing software system.
  2. Translating the software into a new programming language.
  3. Merging the two systems into a unified application.

Key Responsibilities:

  • Responsible for obtaining approval and sign-off on the program plan from customer representatives and stakeholders.
  • Manage the program's scope and secure agreement on any changes with relevant parties.
  • Foster and maintain relationships with key stakeholders and customer representatives.
  • Oversee work planning and scheduling for design tasks.
  • Track and manage program progress against the established plan.
  • Act as the main point of contact for all program-related inquiries and issue resolutions.
  • Coordinate and present proposals to relevant agencies as needed.
  • Identify potential program risks and develop strategies for mitigation.
  • Ensure that team leads adjust estimates as necessary.
  • Proactively address anticipated issues and resolve conflicts with sensitivity.
  • Establish program standards and specific procedures in collaboration with team leads.
  • Ensure compliance with established standards and procedures.
  • Capture and report essential program management metrics.
  • Tailor and baseline all program templates effectively.
  • Facilitate the achievement of program service commitments and performance metrics.
  • Ensure that tasks align with the strategic direction of the program and meet service commitments.
  • Conduct final program management evaluations with stakeholders for approval upon completion.
  • Communicate effectively with customers and software/hardware suppliers as appropriate.
  • Identify and monitor issues throughout the program lifecycle.
  • Balance workload with the capacity of program members.
  • Clarify how team members' assignments contribute to program objectives.

Qualifications:

  • Demonstrated success in managing large-scale modernization projects.
  • Ability to work onsite as required.
