Position Overview:

Under the supervision of the Deputy Chief HR Officer, the Senior Human Resources Analyst will act as a key resource within the organization. This role is designed to deliver comprehensive technical support to various leadership roles, including Division Assistant Directors, Deputy ADs, Administrators, Division Managers, and Supervisors, focusing on all aspects of employee relations, operational processes, and recruitment strategies.

This position requires a high level of discretion and professional judgment when engaging with internal personnel; it is essential to ensure that the division's activities comply with ADOA Personnel Rules and Department policies while maintaining the confidentiality of employee data and optimizing position utilization.

The State of Arizona promotes a flexible work environment that empowers employees with autonomy and trust. Many employees across various agencies participate in the State's Remote Work Program, allowing them to work from home, office spaces, or hoteling environments. All work, including remote tasks, should be conducted within Arizona unless a prior exception is granted.

Key Responsibilities:

  • Serve as a primary resource for HR-related inquiries, providing extensive technical assistance to leadership on employee relations, operational management, and recruitment processes.
  • Communicate effectively with internal staff to ensure compliance with ADOA Personnel Rules and Department policies, safeguarding the integrity of employee information.
  • Offer expert consultation to Division Managers and staff regarding employee relations, recruitment, classification, compensation, and other HR-related matters.
  • Act as the HR subject matter expert and coordinator for Staffing & Organizational Planning, ensuring that recruitment functions are executed with the utmost professionalism and confidentiality.
  • Provide support to the HR leadership team as needed.

Required Knowledge, Skills & Abilities:

  • In-depth understanding of personnel management rules and practices.
  • Familiarity with Federal and State employment laws, as well as State personnel rules and policies relevant to HR operations, employee relations, and recruitment.
  • Strong communication skills, including written, visual, and oral expression.
  • Ability to cultivate interpersonal relationships and deliver exceptional customer service both internally and externally.
  • Proficiency in managing multiple projects, prioritizing tasks, and adapting to shifting priorities.

Preferred Qualifications:

  • Bachelor's Degree in Human Resources or a closely related field, with two years of experience in a lead HR role; or five years of experience in a senior HR capacity.
