Position Overview:

Under the guidance of the Deputy Chief HR Officer, the Advanced Human Resources Analyst will act as a key resource within the department. This role is designed to offer comprehensive technical support to various leadership roles including Division Assistant Directors, Deputy ADs, Administrators, Division Managers, and Supervisors across all facets of employee relations, operational processes, and recruitment strategies.

This position requires a high level of discretion and sound judgment when engaging with internal agency personnel, ensuring that all division activities comply with ADOA Personnel Rules and Department policies while safeguarding the integrity of employee data and position management.

This role may allow for remote work options within Arizona, permitting up to two days per week of office presence.

The State of Arizona is committed to fostering a work environment that promotes flexibility, independence, and trust. Many employees across various agencies benefit from the State's Remote Work Program, enabling them to work from home, in offices, or in hoteling spaces. All tasks, including remote work, should be conducted within Arizona unless prior authorization for exceptions is obtained.

Key Responsibilities:

- Serve as a subject matter expert, providing extensive technical assistance to Division Managers and staff on employee relations, operational functions, and recruitment processes.

- Communicate effectively with internal agency personnel, ensuring that all division activities align with ADOA Personnel Rules and Department policies while maintaining the confidentiality of employee information.

- Offer guidance to Division Managers and employees regarding employee relations, recruitment and selection, classification and compensation, and other HR-related matters.

- Act as the HR subject matter expert and coordinator for Staffing & Organizational Planning, ensuring that the agency's recruitment efforts are executed with the utmost professionalism and confidentiality.

- Provide backup support to the HR leadership team as required.

Knowledge, Skills & Abilities:

- Understanding of personnel management rules and practices.

- Familiarity with Federal and State employment laws, as well as State personnel rules and policies related to HR operations, employee relations, and recruitment.

- Strong communication skills, both written and verbal.

- Ability to cultivate interpersonal relationships and deliver exceptional customer service to both internal and external stakeholders.

- Capacity to manage multiple projects, prioritize tasks, and adapt to shifting priorities.

- Commitment to supporting a diverse workforce that reflects the community, promotes equal opportunity, and fosters an inclusive work environment free from discrimination.

Preferred Qualifications:

- A Bachelor's Degree in Human Resources or a closely related field, along with two years of experience in a senior HR role; or five years of experience in a lead HR capacity.
