Position Overview:

The Buyer plays a crucial role in procuring or subcontracting specialized products and services, which range from commercial hardware to custom-built materials and complex assemblies tailored to specific programs or indirect support functions. Key responsibilities for all Buyers include:


Key Responsibilities:

  • Oversee the complete lifecycle of assigned Purchase Orders, including:
    • Creation and management of Purchase Orders
    • Adjusting timelines based on input from requestors or project managers
    • Receiving inventory and ensuring timely payments to suppliers
  • Source and acquire goods and services from various suppliers.
  • Generate and assess requests for quotations, evaluating proposed pricing to enhance overall cost efficiency.
  • Collaborate with Quality Assurance to assess and monitor supplier performance.
  • Work with internal teams to review specifications and evaluate products and services.
  • Identify and implement strategies to reduce costs and enhance operational efficiencies.
  • Employ sound business practices to evaluate supplier performance.
  • Ensure proper documentation is maintained for the receipt of goods.
  • Comply with all FAR regulations related to government procurement.
  • Communicate with Engineering, Configuration Management, Industrial Operations, and Supply Chain as necessary.
  • Develop and manage replenishment strategies to optimize inventory turnover.

Additional Duties:

  • Participate in special projects as needed.
  • Support supply chain compliance and process improvement initiatives.
  • Perform other assigned duties.

Qualifications:

Education:

  • A Bachelor's Degree with 3-5 years of experience in supply chain management, ideally in a buyer role under FAR/DFARS compliance.
  • Alternatively, a Master's Degree with at least 2 years of relevant experience in a buyer role under FAR/DFARS compliance.

Experience:

  • If lacking a Bachelor's or Master's Degree, a minimum of 6 years of supply chain management experience is required, preferably in a buyer role under FAR/DFARS compliance.
  • Proven experience and proficiency in placing FAR/DFARS compliant orders above the Simplified Acquisition Threshold.
  • Experience in complex negotiations.
  • Demonstrated ability to negotiate corporate terms and conditions.
  • Experience in training and mentoring others, with a willingness to continue doing so.

Required Skills and Competencies:

  • Proficiency in either Deltek Costpoint or SAP is mandatory; experience with both is a significant advantage.
  • Experience in evaluating proposals and placing FAR/DFARS compliant orders in accordance with Truthful Cost and Pricing Data and Cost Accounting Standards (CAS).
  • Familiarity with flexibly priced subcontracts and the ability to assess trade-offs between various subcontract types.
  • Experience with undefinitized contracting vehicles, such as Letter Subcontracts or Authorizations-to-Proceed.
  • Strong interpersonal communication skills.
  • Exceptional attention to detail and organizational capabilities.
  • Demonstrated business acumen.
  • Strong presentation skills, including experience presenting to senior leadership.
  • Experience with contract change management, particularly in a developmental subcontracting context.

Preferred Skills:

  • Experience in risk mitigation and implementing root cause corrective actions (RCCA).
  • Knowledge of Earned Value Management Systems (EVMS).
  • Advanced Excel skills (e.g., pivot tables, VLOOKUP).
  • Experience in obtaining and evaluating Small Business Subcontracting Plans.

Travel Requirements:

  • Up to 5% travel may be required.

Eligibility:

  • Must be a U.S. Citizen or Permanent Resident.

Clearance:

  • Must be eligible to obtain a U.S. security clearance in the future.

Decision-Making and Complexity:

  • Ability to prioritize multiple projects and adapt to changing priorities.

Nature of Contacts:

  • Daily communication with internal and external stakeholders.

Physical Requirements:

  • Physical activities include lifting, carrying, pushing/pulling, sitting, standing, walking, and manual dexterity.
