Position Overview:

The Buyer II role is essential in procuring or subcontracting specialized products and services, which range from commercial off-the-shelf (COTS) items to custom-built materials and complex assemblies. This position encompasses a variety of critical responsibilities:


Key Responsibilities:

  • Oversee the complete lifecycle of assigned Purchase Orders, including:
    • Creation and management of Purchase Orders
    • Coordination of timelines based on input from stakeholders
    • Receiving inventory and ensuring timely supplier payments
  • Source and acquire goods and services from diverse suppliers.
  • Generate and assess requests for quotations, focusing on optimizing pricing to enhance overall cost efficiency.
  • Collaborate with Quality Assurance to evaluate and monitor supplier performance.
  • Work closely with internal teams to review specifications and assess both products and services.
  • Identify and implement strategies to reduce costs and enhance operational efficiencies.
  • Utilize sound business practices to evaluate supplier performance.
  • Ensure proper documentation is maintained for the receipt of goods.
  • Comply with all FAR regulations pertaining to government procurement.
  • Engage with Engineering, Configuration Management, Industrial Operations, and Supply Chain as necessary.
  • Develop and manage replenishment strategies to optimize inventory turnover.

Additional Duties:

  • Participate in special projects as needed.
  • Support supply chain compliance and process enhancement initiatives.
  • Perform other assigned responsibilities.

Qualifications:

Education:

  • A Bachelor's Degree with 3-5 years of experience in supply chain management, ideally in a buyer capacity under FAR/DFARS compliance.
  • Alternatively, a Master's Degree with at least 2 years of relevant experience in a buyer role under FAR/DFARS compliance.

Experience:

  • If lacking a Bachelor's or Master's Degree, a minimum of 6 years of supply chain management experience is required, preferably in a buyer role under FAR/DFARS compliance.
  • Proven experience in placing FAR/DFARS compliant orders exceeding the Simplified Acquisition Threshold.
  • Expertise in complex negotiations.
  • Experience in negotiating corporate terms and conditions.
  • Ability to mentor and train others.

Required Skills:

  • Proficiency in Deltek Costpoint or SAP is mandatory; experience with both is a significant advantage.
  • Experience in evaluating proposals and placing FAR/DFARS compliant orders.
  • Understanding of flexible pricing subcontract types and their compliant execution.
  • Familiarity with undefinitized contracting vehicles.
  • Strong interpersonal communication skills.
  • Attention to detail and exceptional organizational abilities.
  • Demonstrated business acumen.
  • Strong presentation skills, including experience presenting to senior leadership.
  • Experience in contract change management, particularly in a developmental subcontracting context.

Desired Skills:

  • Experience in risk mitigation and implementing corrective actions.
  • Knowledge of Earned Value Management Systems (EVMS).
  • Advanced Excel skills, including pivot tables and VLOOKUP.
  • Experience in evaluating Small Business Subcontracting Plans.

Travel Requirements:

  • Up to 5% travel may be necessary.

Eligibility:

  • Must be a U.S. Citizen or Permanent Resident.

Clearance:

  • Must be eligible to obtain a U.S. security clearance in the future.

Decision-Making and Complexity:

  • Ability to prioritize multiple projects and adapt to changing priorities.

Nature of Contacts:

  • Regular communication with internal and external stakeholders.
