Job Title: Human Resource Specialist Institutional

We are seeking a highly skilled Human Resource Specialist Institutional to join our team at the Kentucky Department of Corrections. As a key member of our HR team, you will provide liaison services between institutional management and the agency personnel office, supporting multiple human resource programs and applicable statuses and regulations.

Responsibilities:
  • Provide technical assistance to institutional management on classification, compensation, recruiting, benefits, disciplinary actions, layoffs, and grievance procedures in accordance with Personnel Laws and Rules.
  • Consult with agency central personnel and payroll offices to obtain and relay information on personnel and payroll matters.
  • Advise, counsel, and communicate with onsite staff.
  • Plan, prepare, and submit documentation for personnel and position actions requests for the facility to the agency and central office.
  • Arrange interviews for applicants, advise, and communicate with applicants concerning employment procedures.
  • Review and evaluate requests for personnel and position actions and make recommendations concerning such actions.
  • Contact Human Resource staff at other Adult Institutions and Central Office to facilitate transfers, promotions, or other personnel actions.
  • Plan, coordinate, and perform orientation and exit interviews.
  • Prepare reports as needed for budget, turnover, recruitment, workers' compensation, and Equal Employment Opportunity (EEO) activities.
  • Develop staffing patterns.
  • Supervise the grievance procedure and conduct disciplinary hearings.
  • Assist with professional development and training as needed.
Requirements:
  • Graduate of a college or university with a bachelor's degree.
  • Two years of professional experience in human resource administration.
  • Administrative, business, research, and/or clerical experience will substitute for the required education on a year-for-year basis.
  • Current or prior military experience will substitute for the required college on a year-for-year basis.
