Missoula, Montana, United States Missoula County Full time

APPLICATION PROCESS :
Applicants are required to fill out all sections of the online application form, even if a resume is submitted.

Along with your application, please attach the following documents: unofficial college transcripts and proof of licensure as a Professional Engineer or Engineering Intern.

Incomplete applications may lead to disqualification.
A comprehensive job description is available upon request from the Human Resources Department.

This position entails providing technical expertise and executing engineering responsibilities for the Public Works Department, focusing on infrastructure elements such as bridges, culverts, levees, and stormwater management. Responsibilities include reviewing subdivision plans, construction documents, and permits, along with general civil engineering tasks.

Field inspections of county-maintained bridges and culverts will be conducted to ensure compliance with federal inspection standards. The role involves identifying deficiencies and making recommendations for maintenance, rehabilitation, or replacement. You will maintain detailed records of inspections, maintenance, and repairs for all county structures. Additionally, you will provide bridge-related information to various departments, agencies, and the public as needed. Assistance with designing repair plans and conducting pre-design work for bridge construction is also part of the role. You will prepare cost estimates for repairs or construction and oversee maintenance, repair, and construction activities, making decisions on field changes during construction. Inspections of completed bridge repairs and constructions will be required to ensure adherence to plans and specifications.

Moreover, you will perform inspections on county-maintained levees and recommend necessary maintenance actions. Reporting for levee inspections will also be part of your duties.

Collaboration with the Public Works team, County Flood Plain Administrator, and the Army Corps of Engineers is essential for effective maintenance and reporting on levees.

Assistance to the Army Corps during levee inspections is expected.

This role will also involve leading coordination efforts with other county departments to implement a federally mandated Municipal Separate Storm Sewer System (MS4) program.

Stormwater inspections on county facilities, outfalls, and construction sites will be conducted to prevent waterway pollution.

You will be responsible for annual reporting to the Department of Environmental Quality on behalf of the County and will respond to audits as necessary.

Reviewing and approving approach and land use permits, as well as site plans, grading plans, and stormwater reports for new developments, will be part of your responsibilities.

Active construction sites and completed projects will be inspected for final approval and compliance with approved plans and the County Public Works manual.

Preparation of environmentally sensitive permit applications for the Public Works Department for approval from other State and Federal agencies is required. Attendance at meetings concerning Public Works engineering issues is expected. You will also assist with subdivision reviews for engineering concerns and perform other general civil engineering tasks as required or directed. A Bachelor's Degree in civil engineering is mandatory. Candidates should have a minimum of three years of experience in civil engineering or civil construction trades, with a preference for experience in construction plan development, oversight, and inspection.

ADDITIONAL REQUIREMENTS :
A valid Montana Driver's license is required. Licensure as a Professional Engineer or Engineering Intern is necessary.

FHWA Bridge Inspector Certification and Level II SWPPP Administrator Certification are required or must be obtained within one year of hire.

Approximately 50% of the work involves sitting at a computer terminal, while the other 50% includes fieldwork.

Fieldwork requires physical activities such as standing, walking on uneven surfaces, climbing under bridges, and navigating confined spaces. Lifting and carrying may be required, with regular lifting in the medium range (up to 50 lbs) and occasional lifting of more than 50 lbs.

Use of hand tools (hammers, shovels, pick axes) will require considerable physical exertion. The role may involve working in extreme weather conditions and in challenging environments, such as under bridges and near fast-moving water.
