Job Title:

We are seeking a highly skilled Senior Finance and Administrative Manager to join our team in Washington, DC. This role will be responsible for providing mid-level in-project capability for complex project financial management, accounting, and finance functions.

Responsibilities:
  1. Review and approve travel expense reports (TERs) and advance requests, ensuring compliance with consulting agreements, travel policies, and client rules and regulations.
  2. Review and approve project consultant and vendor invoices for final approval and entry into the online accounting system.
  3. Manage payment tracking log for all payment requests and advances.
  4. Work with Senior Project Management on financial matters, providing insights and recommendations on financial policies, regulations, and compliance requirements.
  5. Provide initial finance review of cost estimates and cost estimate amendments prior to client review.
  6. Complete financial review of estimates-at-completion (EACs) in coordination with project staff.
  7. Manage ad hoc or specialty financial reporting.
  8. Contribute to project deliverables, including Quarterly and Annual reports.
  9. Manage financial processes related to IBTCI subcontractor assignments and actively liaise with subcontractors to ensure timeliness and accuracy.
  10. Manage project credit card processing and monthly reconciliation.
  11. Collaborate with other GH-TAMS Project staff to manage the Corporate Traveler Refunds and Credits Tracker.
  12. Responsible for financial closeout of GH-TAMS assignments.
  13. Manage payment record keeping.
  14. Serve as primary liaison between the program team, consultants, and Corporate HQ regarding billing and account-related matters.
  15. Develop tools and materials and provide finance and administrative training for project staff.
  16. Review and complete initial approval of Independent Consultant Agreements (ICA) and Modifications for consultants contracted through sub-contractor Dexis Consulting Group.
Qualifications:
  • At least 6 years of experience in accounting or finance.
  • Ability to thrive in a fast-paced working environment with shifting and competing priorities.
  • Ability to handle multiple tasks simultaneously, prioritize, and meet critical deadlines.
  • Previous experience with computerized accounting systems.
  • Full proficiency with Microsoft Office, particularly Word and Excel.
  • Strong administrative, business writing, and communication skills.
  • Ability to work well independently and as part of a team.
  • Ability and willingness to quickly learn new skills and adapt to rapidly changing environments and priorities.
  • Must be able to proactively anticipate work requirements and problem solve.
  • Must be able to provide audit trails of work completed.
  • Oral and written fluency in English required. Fluency in another language is highly desired.
Education:

Bachelor's degree in accounting, finance, or related field.

Preferred Knowledge, Skills and Abilities:
  • Masters degree in business, accounting, or finance preferred.
  • Experience and/or familiarity with international development preferred.
  • Previous administrative experience, preferably with USAID or other donor-funded projects desired.
  • Knowledge of GAAP and FAR/AIDAR strongly preferred.
  • Deltek experience desired.
  • Strict attention to detail.
  • Superior organizational and time management skills.
Working Environment:

Work is typically performed in an office environment. Currently, IBTCI is allowing for hybrid work in the District of Columbia, Maryland, and Virginia (DMV) area. This can be updated by the company.

Physical Requirements:

This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility:

This position may have supervisory responsibilities.
