ABSC is seeking a highly motivated individual with strong interpersonal skills to support the NGA mission in Washington, DC. This role serves as a key member of the program team, working closely with government leads and PM/CORs to assist with program contractual metrics and warfighter technical user metrics development, validation, and alignment.
Key Responsibilities:- Communicate design concepts and research findings to team members and stakeholders through presentations, reports, and other mediums
- Develop a deep understanding of our products, internal tools, strategic priorities, stakeholder needs, and key customer segments
- Support the program Intellectual Property Steering Committee and support NGA, IC, and program Steering Groups, Advisory Groups, and Governance Boards as required
- Support government leads in establishing and managing strategic thresholds and objectives
- Support government leads with strategic customer/user, engineering, and acquisition metrics to ensure program adherence to strategic documents
- Track and manage vendor licenses and requirements aligned to this effort, including financial analysis
- Utilize metrics from various resources to understand quantitative needs for the project
- Design, plan, and conduct face-to-face engagements using human-centered principles to find qualitative understandings about the needs of the users
- Conduct user research, including interviews, surveys, and usability testing, to understand the needs and behaviors of the target audience
- Support the creation of Human-Centered Design (HCD) artifacts, such as user personas, user journeys, content inventories, and wireframes, to propose and communicate design decisions with stakeholders and the integrated project team
- Synthesize research findings to identify key insights and design opportunities
- Support government leads in data collection and data analysis activities
- Support government leads in dashboard creation with tools, including Tableau, Kibana, ESRI, and ArcGIS
- Ensure programmatic alignment and adherence to the NGA Vision, DDI, and AI/ML program priorities
- Build strong relationships and collaborate effectively with stakeholders within the DoD and the IC community
- Seek input from multiple constituents and stakeholders to drive innovative solutions
- Specialized budget execution experience in the IC or DOD
- Specialized planning and programming experience, including the development of budget submissions and budget narratives
- Experience with PRISM and/or GEO-F financial software is desired
- Proficiency in appropriations law as it applies to budget execution is desired
- Experience in drafting Congressional Justification Books and Congressional Budget Justification Books is desired
- Bachelor's degree from an accredited university or five years of experience deriving metrics from various resources to understand quantitative needs for a project, either programmatic or technical in nature
- Degree in Human-Computer Interaction, Human-Centered Design, Information Science, User Experience Design, Interaction Design, Visual Communication Design, Computer Science, Data Science, Statistics, Psychology, or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks
- Or a Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience working in interactive design, user testing, front-end development, or a related field that demonstrates the ability to successfully perform the duties associated with this work for two years
