We are seeking an experienced and skilled Accounting Manager to join our team at Oregon State Treasury. The successful candidate will be responsible for overseeing the accounting team and Treasury's accounting function, ensuring the integrity, accuracy, and control of Treasury's accounting data.
Key Responsibilities- Supervise and manage the accounting team, including hiring, coaching, and performance evaluation.
- Develop and maintain accounting procedures and internal controls.
- Coordinate and administer the inter-relationship of the agency's accounting and financial systems, processes, and methodologies.
- Prepare and review financial reports, including annual financial reports, year-end financial records closing process, and other accounting reports.
- Work with internal and external data processing professionals to design and modify automated accounting and reporting systems.
- Monitor cash flow needs of the Agency's biennial budget.
- Manage Treasury's accounts receivable and accounts payable systems, policies, procedures, and reporting.
- Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.
- Experience in a position that utilizes and works with accounting standards, such as FASB, GASB, and Oregon Accounting Manual.
- Experience as a manager overseeing and supervising the work of other employees.
- Experience supervising an accounting team with diverse skill levels and varying levels of experience.
- Experience preparing or reviewing accounting entries and note disclosures in compliance with standards.
- Experience implementing and maintaining accounting procedures and internal controls.
- Experience with addressing process inefficiencies or bottlenecks in accounting teams.
- Experience with aligning accounting to strategic goals or organizational changes.
- Experience interpreting and applying Financial Accounting Standards Board and Governmental Accounting Standards Board rules, standards, and procedures.
- Certified Public Accountant.
- Experience in a government agency or public sector organization.
- Experience with financial management systems and software.
- Experience with budgeting and financial planning.
- Experience with financial reporting and analysis.
- Experience with internal controls and audit procedures.
We offer a competitive salary range of $82,812 - $134,460 annually, a 6.55% cost of living adjustment, and a comprehensive benefits package, including low employee premium share for medical, dental, vision, and basic employee life, robust paid leave package, PERS retirement benefits, support with training and development, student loan forgiveness under the Public Service Loan Forgiveness Program (PSLF), and optional benefits.
