Job Summary

The Metropolitan Water Reclamation District of Greater Chicago is seeking a highly skilled Budget Manager to join our team. As a key member of our administrative staff, you will be responsible for overseeing the development and administration of our budget, as well as conducting related management studies.

Key Responsibilities
  • Develop and Administer Budget: Direct and coordinate the development, review, presentation, and control of our agency-wide budget, ensuring compliance with statutory guidelines, Board policy, and Executive Director's administrative procedures.
  • Monitor Expenditures and Revenues: Monitor expenditures and revenues of our agency-wide budget, evaluating the propriety of proposed expenditures and identifying budgetary problems and potential solutions.
  • Develop Budgetary and Financial Policies: Develop budgetary and financial policies for the efficient use of our financial resources.
  • Prepare Financial Forecasts: Prepare and regularly update our 5-20 year financial forecast through examination of current and future capital and operating needs and the development of assumptions for revenue growth and debt service costs.
  • Oversee Budget Management System: Oversee the development and maintenance of a corporate-wide, computerized budget preparation and management system.
  • Conduct Performance Reviews: Direct performance review and organizational studies of our organization, assessing the activities and operations of all components and preparing reports and recommendations for management action to modify procedures, programs, and standards.
  • Supervise General Administration Budget: Supervise the preparation, presentation, and administration of our General Administration budget.
  • Perform Financial Analysis: Perform financial analysis and prepare presentations utilized by our Board of Commissioners and Executive staff, representing the District at community meetings.
  • Supervise Staff: Assign, supervise, and review work, ensuring staff compliance with District policies and procedures, completing performance reviews, addressing employee complaints and grievances, and recommending employment actions.
Requirements
  • Education: Graduation from a four-year accredited college or university majoring in business or public administration or a closely related field.
  • Experience: Eight years of professional-level experience in budget and management analysis, with three years in a supervisory or other advanced management capacity and three years in the public sector.
  • Substitution: Graduate study in the designated fields may be substituted for the non-specialized experience on a year-for-year basis.
  • Promotional Requirement: One year of service with the District as a Supervising Budget and Management Analyst and civil service status as a Supervising Budget and Management Analyst.
