Overview

Located within the Office of Finance and Operations, this role is integral to the Office of Security, Facilities, and Logistics. The selected candidate will contribute to the Department's Continuity and Disaster Preparedness initiatives.

As an Operations Security Analyst, you will be tasked with:

• Assisting in the implementation of security protocols for Operations Security (OPSEC) by advising personnel and contractors engaged in the analysis, design, and development of information systems. You will prepare technical reports and presentations to document security concerns and develop necessary documentation to support the implementation of recommended actions. Your role includes analyzing, planning, advising, and evaluating the development and execution of policies, procedures, standards, training, and methods for safeguarding information, personnel, property, facilities, operations, or materials from unauthorized access, misuse, theft, assault, vandalism, espionage, sabotage, or loss.

• Supporting various Operations Security (OPSEC) projects and initiatives. This includes conducting assessments, coordinating surveys, researching specific topics, gathering data, finalizing responses to correspondence, and preparing briefings on security-related topics. Staying updated on advancements in security technology is essential.

• Facilitating the exchange of ideas, management strategies, and productivity enhancements within the Department's Operations Security program. Investigating areas that may present potential benefits or challenges is also part of your responsibilities.

• Engaging in the security awareness and education program by creating diverse materials such as briefings, newsletters, booklets, and memorandums.

As an Operations Security Analyst, you will also be responsible for:

• Acting as the Agency Operations Security (OPSEC) Program Manager, overseeing the establishment, implementation, and maintenance of the Department's Operations Security Program.

• Performing duties related to security administration, which encompass a range of security programs including Operational Security, Physical Security, Personnel Security, Information Security, Sensitive Compartmented Information Security, Counterintelligence, Insider Threat, program management, and security policy development. Ensuring compliance with all relevant Executive Orders and Federal directives is crucial.

• Developing and implementing proposals and modifications to ongoing efforts. You will provide guidance to Department personnel and contractors involved in the analysis, design, and development of information systems, and prepare technical reports and briefings to document security issues.

• Managing various Operations Security (OPSEC) projects and initiatives, conducting assessments, coordinating surveys, researching specific topics, gathering statistics, and preparing briefings on security topics. You will facilitate the exchange of concepts and management techniques within the Department's OPSEC program.

• Participating in the security awareness and education program by creating a variety of materials including briefings, newsletters, booklets, and memorandums.

Minimum Qualification Requirements

To qualify for the GS-12 level, you must possess specialized experience.

Specialized Experience for the GS-12

One year of experience in federal or non-federal service equivalent to at least a GS-11, performing two of the following duties:

1. Assisting with security programs, principles, procedures, or practices in accordance with agency security policies.
2. Interpreting laws and Executive Orders governing the National Operations Security (OPSEC) Program.
3. Monitoring and evaluating Operations Security (OPSEC) programs for effectiveness and compliance with security policies.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be assessed based on the following KSAs:

1. Knowledge of operations, information, industrial, and personnel security concepts to plan and implement comprehensive security programs.
2. Familiarity with all security disciplines, including Physical, Personnel, Information, Industrial, Information Assurance, and Operations Security, to develop and implement OPSEC training and awareness strategies.
3. Ability to develop, analyze, evaluate, and manage high-level security programs to meet mission requirements.
4. Proficiency in clear and concise oral and written communication.

To qualify for the GS-13 level, you must possess specialized experience.

Specialized Experience for the GS-13

One year of experience in federal or non-federal service equivalent to at least a GS-12, performing two of the following duties:

1. Reviewing, analyzing, or resolving security issues in accordance with OPSEC program policies.
2. Knowledge of laws and Executive Orders governing the National Operations Security (OPSEC) Program.
3. Identifying deficiencies and developing recommendations for improvements.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be assessed based on the following KSAs:

1. Knowledge of all security disciplines to establish and implement OPSEC training and awareness strategies.
2. Understanding of operations, information, industrial, and personnel security concepts to implement comprehensive security programs.
3. Skill in developing, analyzing, evaluating, and managing high-level security programs.
4. Knowledge of required security training concepts to assist senior leaders in establishing security programs.
5. Ability to communicate effectively, both orally and in writing.
