Overview

This role is integral to the National Nuclear Security Administration (NNSA) under the Chief and Associate Administrator for Defense Nuclear Security. The selected individual will function as a Security Operations Analyst within the Office of Security Operations and Special Security Programs (NA-77), specifically in the Special Security and Technical Security Division (NA-772).

Key Responsibilities

This position is available at both NQ-02 and NQ-03 levels, with respective salary ranges for Washington, DC.

NQ-02 salary range: $68,405 - $128,956

NQ-03 salary range: $117,962 - $181,216

As a Security Operations Analyst, your responsibilities will include:
  • Overseeing the implementation of Director of National Intelligence (DNI) directives within NNSA Headquarters and acting as a liaison for inquiries related to Sensitive Compartmented Information (SCI) access verification and certification.
  • Collaborating with the Intelligence Community (IC) regarding the approval processes for accessing, handling, and storing sensitive compartmented information (SCI).
  • Providing insights to the Government Program Security Manager (GPSM) regarding the certification of proposed Sensitive Compartmented Information Facilities (SCIFs) within the Department of Energy (DOE) complex for use as Special Access Program Facilities (SAPF). Evaluating SCIF designs for compliance with physical construction standards, telecommunications, intrusion detection, and access control systems to ensure security vulnerabilities are effectively managed prior to final accreditation.
  • Assisting the GPSM in managing and supervising all elements of NNSA's Special Access Program (SAP) security framework, including the establishment, management, reporting, and execution of SAP activities.
  • Formulating and enforcing security policies and procedures for the safeguarding of SAP and SCI materials and resources, encompassing physical, personnel, operational, and information security.
  • Conducting compliance assessments for SCIF and SAP security across the security complex and overseeing self-assessment reviews at headquarters.
  • Performing additional related duties as necessary.

Qualifications

Specialized Experience Requirements for NQ-02:

Applicants must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in federal service, i.e., NQ-01 or GS-07/08. Specialized experience is defined as: Experience in managing a multi-disciplinary Special Access Program (SAP) or Sensitive Compartmented Information (SCI) security program, including support in two or more of the following security areas: Personnel Security (PERSEC), Physical Security (PHYSEC), Technical Security, Industrial Security, or Information Security (INFOSEC).

Examples of Specialized Experience:
  1. Processing access requests for SAP and SCI information.
  2. Managing the receipt, control, safeguarding, and accountability of classified information.
  3. Overseeing duties related to the management of SCIF and SAP Facilities.

Successful completion of a master's or equivalent graduate degree in a relevant field, or two full years of progressively higher-level graduate education leading to such a degree, or a combination of education and specialized experience as described in the vacancy announcement.

Applicants must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in federal service, i.e., NQ-02 or GS-12. Specialized experience is defined as: Experience in managing a multi-disciplinary Special Access Program (SAP) or Sensitive Compartmented Information (SCI) security program, including support in three or more of the following security areas: Personnel Security (PERSEC), Physical Security (PHYSEC), Technical Security, Industrial Security, or Information Security (INFOSEC).

  1. Applying national, DOE, and DoD SAP and SCI security policies, directives, and procedures, including those governing the construction and management of SCIF and SAP Facilities.
  2. Adjudicating access requests for SAP and SCI.
  3. Utilizing knowledge of collateral, SAP, and SCI security administration to plan and execute comprehensive security administration, including the receipt, control, safeguarding, and accountability of classified information.
Experience encompasses both paid and unpaid work. Volunteer work through National Service programs (such as Peace Corps and AmeriCorps) and other community-based organizations may also be credited.

CTAP/ICTAP Candidates: To be considered "well qualified," you must meet all requirements outlined in this section. If eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified," defined as having a score of 85 or better.

All qualifications and eligibility requirements must be met within 30 days of the closing date of this announcement.

Education

EDUCATION FOR NQ-02 ONLY: Successful completion of a master's or equivalent degree or two full years of progressively higher-level graduate education leading to such a degree, or an equivalent combination of graduate education and experience can be qualifying.

NQ-03: No education requirement or substitution at this grade level.
