Job Overview:

• Reports to and receives operational direction from Procurement Management. Receives functional guidance from the global business unit Contracts and Procurement Manager. Executes tasks related to the formation, administration, and delivery of purchase orders. Engages with suppliers and internal personnel to establish a clear definition of requirements and ensure compliance with purchase order terms and conditions. Prepares pre-qualification of bidders, compiles bidder lists, solicits bids, conducts bid analysis, and manages purchase order commitments.

  • Career advancement within the field
  • Developing professional expertise, applying company policies and procedures to resolve various issues
Key Responsibilities:
  • Prepares lists of potential bidders and qualifies them
  • Creates bid packages and issues requests for bids, coordinates bidder inquiries, and collects bids
  • Interacts with suppliers and internal personnel to ensure a clear understanding of requirements and adherence to purchase order specifications
  • Initiates and processes revisions to purchase orders that define scope and assess impacts on cost and schedule due to agreed changes
Education and Experience Requirements:
  • Understanding of business administration procedures, techniques, and ethical standards.
  • Proficient in both oral and written communication.
  • Intermediate knowledge of Federal Acquisition Regulations and applicable Agency Supplements.
  • Intermediate comprehension of Government Contracts and the flow-down of relevant clauses and requirements.
  • Intermediate understanding of Cost Accounting Standards and the determination process for applicability to the work.
  • Experience in materials handling operations is desirable when assigned to a jobsite location.
  • Intermediate knowledge of scheduling concepts and tools.
  • Intermediate understanding of materials and equipment fabrication/manufacturing and associated production methods.
  • Skilled in organizing tasks and completing them within deadlines.
  • Bachelor's degree plus 3 years of experience or 9 years of related experience in lieu of a degree.
