POSITION SUMMARY
The Parking Compliance Officer plays a crucial role within the Parking Department of The City of Frederick. This position involves conducting routine parking enforcement activities in designated areas, adhering to state laws, city ordinances, and departmental regulations. The officer will monitor parking zones on foot in busy urban areas, issue citations for violations, track malfunctioning parking meters, and report missing traffic signals and signs to the appropriate authorities.

Key Responsibilities
  • Patrol assigned areas on foot to ensure compliance with parking regulations.
  • Identify vehicles violating parking rules and issue citations using a computerized handheld ticketing system.
  • Report any missing, damaged, or deteriorated signage and meter issues.
  • Notify authorities of unusual parking violations.
  • Provide public information regarding parking regulations, facilities, and local points of interest.
  • Prepare and present documentation for court hearings as necessary.
  • Maintain and wear the designated uniform provided by the City.
  • Collaborate with City staff and the public to promote adherence to laws and regulations through fair parking enforcement practices.
  • Regularly operate a vehicle while observing legal and defensive driving practices.
  • Perform additional duties as assigned.
Qualifications

To be successful in this role, candidates must demonstrate the ability to perform essential duties effectively. The following qualifications are representative of the skills and abilities required:
  • Strong customer service skills and the ability to engage with the public.
  • Ability to work independently as well as part of a team.
Education and Experience
  • High school diploma or GED, with a minimum of three (3) months of related experience or training; or an equivalent combination of education and experience.
Language Skills
  • Proficiency in English, with the ability to read, comprehend, and interpret documents such as safety rules and operational instructions.
  • Ability to write routine reports and communicate effectively with individuals and groups.
  • Bilingual Spanish speaking is preferred.
Mathematical Skills
Ability to perform basic mathematical operations, including addition, subtraction, multiplication, and division, as well as compute rates, ratios, and percentages.

Reasoning Ability
  • Ability to apply common sense to follow instructions in various formats.
  • Ability to evaluate multiple variables and make decisions effectively.
Certificates, Licenses, Registrations
Valid Driver's License in good standing.

While performing the duties of this job, the employee is regularly required to move throughout the city for extended periods and handle various tasks. The employee frequently attaches citations to vehicles and must be able to diagnose problems and collect information. The employee may occasionally need to sit and balance. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
