Job Overview

Hoyle Tanner and Associates, Inc. is seeking a dedicated Site Engineering Specialist to enhance our team.

Key Responsibilities:

  • Thoroughly analyze and comprehend all Contract Plans and Specifications along with their related requirements.
  • Work collaboratively with the engineering design team, ensuring effective communication regarding technical inquiries from contractors, including requests for clarification and interpretation. Assist in navigating complex project decisions and technical challenges with clients and contractors.
  • Monitor the progress and quality of construction activities; conduct field inspections of materials and installed equipment; identify and report any substandard work.
  • Facilitate regular meetings with clients and contractors, acting as the liaison between the Engineer, Owner, contractors, landowners, project funding agencies, and other stakeholders.
  • Review construction schedules meticulously, providing feedback and recommendations to both the Contractor and Client to address discrepancies, conflicts, and potential schedule overruns. Offer solutions to project timeline and budget challenges.
  • Evaluate construction submittals to ensure that materials are approved for use.
  • Document daily activities through reports, including photographs; these reports should encompass contractor manpower, resources, daily activities, visitors, test results, and overall progress.
  • Ensure that tests, equipment, and systems start-ups, along with operating and maintenance training, are conducted in the presence of the appropriate Owner's personnel, maintaining adequate records.
  • Track compliance with project funding conditions, including minimum wage requirements and domestic materials sourcing programs.
  • Review and authorize progress payments submitted by the Contractor while advising on potential cost overruns or underruns.
  • Document as-built field conditions thoroughly and participate in project completion evaluations and "punch list" development.
  • Prepare, review, and approve change orders and value engineering proposals.
  • Understand the client's organizational structure and foster professional relationships with client peers.
  • Provide mentorship to new construction technician staff.
  • Demonstrate proficiency in using software tools such as spreadsheets, word processing, PDF solutions, photo management, and team collaboration applications (e.g., MS Teams) to support construction observation and documentation processes.

Qualifications:

A BS or MS degree in civil engineering or a related field, coupled with a minimum of 5 years of construction inspection experience.

  • PE Licensure is preferred.
  • Certification in OSHA 10 Construction and Confined Space for Construction, or HAZWOPER.
  • A valid driver's license is required.
  • Certification in one or more programs offered by NICET, ACI, NETTCP, or an approved alternative.
  • Ability to perform tasks that may involve moderate to strenuous physical activity.
