We are seeking an experienced Federal HR Classification Specialist to provide support on a one-year contract plus option years. Job DescriptionThe Federal HR Classification Specialist will be responsible for administering effective position classification principles to ensure that positions conform to regulations, standards, policies, approved organizational plans, and budgetary limitations. This includes:
- Consulting with managers and/or SMEs to conduct job analysis
- Evaluating draft position descriptions against the appropriate OPM classification standards to determine the correct series, grade, and title
- Applying classification and position management principles that follow established procedures in the development and analysis of data facts
- Establishing position descriptions and preparing comprehensive position evaluation statements that document classification decisions
- Maintaining accurate competitive levels for GPO positions to ensure accuracy and consistency
- Maintaining accurate position sensitivity levels to ensure proper suitability for GPO positions
- Consulting with Operations Branch to ensure consistency and adherence with established GPO policies
- Completing all appropriate forms relevant to the classification process
- Reviewing and updating position decisions to ensure they fully support the decisions and are in the proper format in accordance with OPM and GPO guidelines
- Performing desk audits as directed
- Working with GPO HC Operations to develop a PD database to ensure consistency in the application of classification actions
- Providing expert advice and support when implementing new technologies in reference to classification tools
- Participating in classification and position management workgroups
- Leading special projects, such as reviewing positions to determine the current roles and responsibilities of the positions
- Reviewing new OPM classification standards and developing a tentative plan of action for GPO implementation
- Developing and conducting classification training for GPO managers
- Training HR staff members in classification matters and ensuring they are aware of all changes and current developments in classification policy
- Developing responses to classification appeal requests from OPM
- Identifying workforce job requirements necessary to achieve the mission
- Participating in studies concerning organization-wide and government-wide hiring and staffing management issues as needed
- Assisting with workforce restructuring activities
- Interpreting and applying position classification standards to positions to determine the correct occupational series, title, and grade level
- Classifying positions and advising management on the efficient and effective use of human resources in the design of both positions and organizations
- Providing position management and organizational design advice and recommendations to the Agency
The ideal candidate will have a strong background in classification and position management principles, with the ability to apply them effectively in a federal agency setting. The successful candidate will be able to work independently and as part of a team, with excellent communication and interpersonal skills.
