Job Summary

The New York State Education Department's Office of Education Policy is seeking a highly skilled Investigative Specialist 4 to join our team in the Office of School Personnel Review and Accountability (OSPRA). As a key member of our team, you will be responsible for overseeing investigations and ensuring that all cases are thoroughly examined and resolved in a timely manner.

Key Responsibilities
  • Supervise investigators and moral character cases to ensure that all investigations are conducted in a thorough and timely manner.
  • Interact with school attorneys and other school personnel on moral character, fingerprinting, and tenure issues.
  • Oversee the criminal history background check process and resolve technical problems.
  • Supervise fingerprint processing support staff.
  • Review all cases recommended for closure without action to ensure that closure is the appropriate outcome.
  • Negotiate and oversee vendor contracts.
  • Serve as liaison to vendors/agencies, including court reporters and fingerprint interfaces.
  • Assist in the management of the office, including operations, policy, personnel decisions, and supervision.
  • Produce and manage office reports for fingerprint operations and investigative operations.
  • Assist in the management of the teacher tenure hearing process.
Requirements

To be considered for this position, you must have one year of permanent non-competitive service as an Investigative Specialist 4 (Professional Conduct) or meet one of the following qualifications:

  • Two years of permanent, non-competitive service as an Investigative Specialist 2 (Professional Conduct).
  • Nine years of experience in conducting field investigations or investigations of professional or medical misconduct preliminary to civil litigation or criminal prosecution.

An Associate's degree in criminal justice or a related field may substitute for two years of qualifying experience, while a bachelor's degree in criminal justice or a related field may substitute for four years of qualifying experience.

Working Conditions

This position requires 1% statewide travel and fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services.

Benefits

This position offers a maximum salary of $127,830 based on annual performance advances and a range of benefits, including:

  • Thirteen (13) paid holidays annually.
  • Thirteen (13) days of paid vacation leave in year one, increasing to 20+ days with additional years of service.
  • Five (5) days of paid personal leave annually.
  • Thirteen (13) days of paid sick leave annually for PEF/CSEA and eight (8) days paid sick leave annually for M/C.
