Job Summary

The New York State Education Department's Office of Education Policy is seeking a highly skilled Investigative Specialist 4 (Professional Conduct) to join our team in the Office of School Personnel Review and Accountability (OSPRA).

Key Responsibilities
  • Supervise and manage investigations and moral character cases to ensure thoroughness and timeliness.
  • Collaborate with school attorneys and personnel on moral character, fingerprinting, and tenure issues.
  • Oversee the criminal history background check process and resolve technical issues.
  • Supervise fingerprint processing support staff and review cases for closure.
  • Negotiate and manage vendor contracts.
  • Serve as liaison to vendors and agencies, including court reporters and fingerprint interfaces.
  • Assist in office management, including operations, policy, personnel decisions, and supervision.
  • Produce and manage office reports for fingerprint operations and investigative activities.
  • Support the management of the teacher tenure hearing process.
Requirements
  • One year of permanent non-competitive service as an Investigative Specialist 4 (Professional Conduct).
  • Two years of permanent, non-competitive service as an Investigative Specialist 2 (Professional Conduct), or nine years of experience in conducting field investigations or investigations of professional or medical misconduct.
  • Associate's or bachelor's degree in criminal justice or a related field may substitute for qualifying experience.
Working Conditions

This position requires 1% statewide travel and fingerprinting through the Federal Bureau of Investigation and the Division of Criminal Justice Services.
