Job Overview:

Senior Training and Development Specialist

This role involves executing advanced supervisory responsibilities and providing field guidance for nursing, social work, dietary, investigative, and general surveyors engaged in long-term care orientation initiatives.

The position entails overseeing the creation and assessment of regional educational and training initiatives. You will be accountable for organizing, delegating, and supervising the training and field experiences of new surveyors across the state. This role operates with minimal oversight, allowing for significant independence and decision-making authority.

Key Responsibilities:

Supervisory Duties:
Offer interpretations of state and federal regulations, protocols, and documentation principles to survey, investigation, and inspection personnel. Evaluate and monitor the effectiveness of training programs, identifying areas, processes, and personnel that necessitate further training. Facilitate training for all staff, including new hires, and conduct statewide training sessions regularly to address training requirements. 40%

Serve as a subject matter expert on program policies and procedures, as well as agency rules and regulations concerning: Assisted Living Facilities, Nursing Facilities, Day Activity and Health Services, Pediatric Extended Care Centers, Individualized Skills and Socialization, and Intermediate Care Facilities.

Engage with regional and state office managers weekly to discuss training needs and make recommendations for staff training and mentoring.

Participate in program planning to identify training-related issues and develop strategies for effective training implementation.

Assess and analyze training requirements to ensure that training materials and information are suitable for both internal and external stakeholders.

Research, design, develop, evaluate, and review various training programs, including curricula and materials, ensuring their appropriateness, and provide recommendations for curriculum updates, activities, and delivery methods.

Administrative Responsibilities:

Conduct evaluations for new surveyors in accordance with policy; identify performance issues and apply policies as needed; act as a liaison between various program areas and agencies, and undertake special projects as assigned.


10% Required Knowledge, Skills, and Abilities:

Familiarity with Long-Term Care Regulatory Services, particularly concerning: Assisted Living Facilities, Nursing Facilities, Day Activity and Health Services, Pediatric Extended Care Centers, Individualized Skills and Socialization, Intermediate Care Facilities, and Provider Investigations.

Knowledge of automation programs utilized by Long Term Care Regulatory programs such as TULIP, ASPEN, iQIES, etc.
Understanding of employee development principles, practices, and techniques
Knowledge of group dynamics, processes, and interpersonal relations
Awareness of innovative training and development techniques and best practices.
Knowledge of Long Term Care Regulatory investigative principles and standard practices across multiple programs.
Proficiency in instructional design and curriculum development principles, including the creation of learning objectives.
Skills in problem identification, analysis, and resolution.
Proficient verbal and written communication skills
Competence in planning and budgeting for various employee development programs
Ability to evaluate the quality and effectiveness of employee development programs and analyze outcomes.
Skills in facilitating workshops, training sessions, and meetings.
Ability to establish and maintain effective working relationships.
Proficiency in applying training and employee development procedures and techniques.
Competence in using computers and relevant software such as ASPEN, TULIP, Word, PowerPoint, Excel.
Ability to manage workload within established timeframes and deadlines.
Ability to summarize complex information for decision-makers.
Skills in assessing and analyzing employee development needs and creating effective project plans.
Ability to develop employee development programs and formulate learning objectives.
Effective oral and written communication skills.
