Compensation and Benefits:
Estimated salary range $225,000 - $275,000 annually, with a 15% bonus potential and comprehensive benefits package.

Position Summary:
This role is pivotal in steering the leadership and execution of the Urban Medicaid business strategy and objectives in collaboration with the Chief Medicaid Programs Officer.

Key Responsibilities:
  1. Strategic and Operational Leadership:
    Ensure that CareOregon's Urban Medicaid initiatives are executed in accordance with the overarching vision and strategic objectives of both CareOregon and its partners.
  2. Committee Participation:
    Engage in relevant committees to effectively represent CareOregon and foster collaborative, mutually advantageous relationships.
  3. Operational Strategy Development:
    Formulate and implement both short-term and long-term operational strategies to fulfill CareOregon Urban's objectives, aligning with the broader strategic goals of the organization.
  4. Performance Monitoring:
    Collaborate with Quality, Informatics, and Evaluation teams to establish meaningful performance metrics, ensuring timely and accurate reporting against these metrics.
  5. Continuous Improvement:
    Drive a culture of continuous quality enhancement to achieve high levels of satisfaction among stakeholders.

Strategic Planning:
Lead the formulation of vision and objectives for the CareOregon Urban team in partnership with the Chief Medicaid Programs Officer. Collaborate in the development and refinement of strategic and tactical plans that align with organizational goals.

Financial and Resource Management:
Develop budgets that align with strategic planning and organizational priorities, ensuring effective monitoring and management across areas of oversight.

Relationship Management:
Build and maintain strong relationships with key stakeholders throughout the organization, ensuring that strategic messages are communicated effectively and transparently.

Employee Supervision:
Direct teams, establishing clear goals and expectations in alignment with the organizational mission and values. Promote employee development and ensure adherence to organizational standards.

Organizational Responsibilities:
Perform duties in alignment with the organization's mission and values, supporting a commitment to equity, diversity, and inclusion.

Qualifications:
Required:
Minimum of 10 years' experience in managed care, health care policy, or program management, with at least 5 years of Medicaid experience in a health plan or public agency setting.

Preferred:
Experience with Medicaid programs and knowledge of relevant regulations and statutes. Proven ability to work in complex, collaborative environments.

Knowledge, Skills, and Abilities:
Strong collaborative skills, effective communication abilities, and a comprehensive understanding of managed care principles and practices. Proven leadership effectiveness and the ability to implement constructive change.
