Job Title: Senior Advisor for Multi-Domain Awareness in Ecuador

Sincerus Global Solutions Inc is seeking an experienced Senior Advisor to provide expert advisory services to the Government of Ecuador's Ministry of Defense in support of Global Defense Reform Program (GDRP) initiatives.

About the Role:

The Senior Advisor will work with the Ministry of Defense and coordinate with all necessary partners to conduct assessments, provide recommendations, and support ongoing initiatives related to enhancing multi-domain awareness.

Key Responsibilities:
  1. Develop strong professional working relationships with key stakeholders in the Ministry of Defense and act as a trusted advisor to them.
  2. Conduct comprehensive assessments and landscape analysis of the Ministry of Defense and Joint Command regulations, staff, policies, and existing operating procedures to evaluate the effectiveness and gaps in current processes related to multi-domain awareness strategies, doctrine, and protocols.
  3. Share expertise, advisory, guidance, and recommendations with Ecuador's defense institutions on how to assist in building the capacity of and coordination between security sector institutions responsible for multi-domain awareness and border protection.
  4. Coordinate with other US-funded advisory and capacity building efforts to ensure complementary programming.
  5. Actively engage in change management by collaborating with leadership to manage the change process and mitigate obstacles and disruptions during reforms.
  6. Establish metrics and monitoring tools to evaluate the progress of multi-domain enhancement, including understanding impact and identifying course corrections as needed to ensure objectives are met.
  7. Integrate into the U.S. Embassy security cooperation structure to share information, expand connections, and bolster relevant projects underway.
Requirements:
  1. U.S. citizen.
  2. Master's degree in International Relations, Defense/National Security, Political Science, or related studies AND at least six (6) years of U.S. military and/or civilian professional experience with multi-domain awareness and border protection.
  3. Have reached, at a minimum, the rank of O-5 in the military, or equivalent in a civilian capacity.
  4. Minimum of two (2) years of experience developing multi-Domain awareness and border protection strategy, policy, or procedures.
  5. Five (5) years of experience in maritime domain awareness, maritime operations, and intelligence/information management, fusion, and support.
  6. At least two (2) years of experience working on either the Joint Staff, another Major Staff within DoD, in the office of the secretary of Defense, in the Department of Homeland Security, in the U.S. Coast Guard, in the U.S. Customs and Border Protection, or another equivalent maritime domain and border protection-responsible office in the U.S. government interagency.
  7. Minimum of one (1) year of experience advising or conducting joint planning with senior foreign military, senior foreign civilian law enforcement, or senior foreign government officials.
  8. Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.
Preferred Qualifications:
  • Fluency in Spanish in professional and technical environments, including speaking, writing, reading, and listening at a level equivalent to a Foreign Service Institute 3/3 or DLPT 2+/2+/2+.
  • One year of demonstrated experience leading border protection capacity building initiatives in a national and/or multilateral environment.
  • Three (3) years or more of experience advising foreign governments or foreign militaries at the strategic or operational levels.
  • Three (3) years or more of experience working with partners in Latin America on security issues.
  • Prior demonstrated experience as a U.S. Coast Guard, U.S. Navy, or U.S. Customs and Border Protection command and control center chief.
