OVERVIEW:

The Chief Financial Operations Officer will be responsible for guiding and mentoring new Finance Officers in their roles. This position involves planning, coordinating, and supervising the daily functions of multiple accounting units, including payroll, accounts payable, accounts receivable, grants, and more, ensuring that all financial operations are executed efficiently and in accordance with applicable regulations.

The role includes overseeing all financial components of various projects, ensuring compliance with state and federal regulations throughout the procurement, budget analysis, funding, and reporting processes.

KEY RESPONSIBILITIES:
  • Manage and supervise multiple accounting units, ensuring accurate financial reporting and coordination with payroll functions.
  • Oversee budget management for specific projects, including federal and state funding, ensuring compliance with all relevant regulations.
  • Facilitate communication between the accounting department and other organizational units, addressing any financial inquiries or issues.
  • Develop and implement accounting policies that align with Generally Accepted Accounting Principles (GAAP).
  • Lead and train accounting personnel, ensuring they are equipped to handle various financial tasks.
  • Review and recommend improvements to accounting methods and systems, both automated and manual.
  • Prepare and analyze complex financial statements and reports, ensuring adherence to financial controls.
  • Collaborate with other departments to address district-wide financial matters.
  • Conduct regular meetings with staff to discuss operational objectives and resolve any issues.
  • Ensure that internal controls are established and maintained in compliance with organizational standards.
  • Participate in external committees and boards as necessary, representing the organization’s financial interests.
  • Maintain comprehensive financial records and oversee the dissemination of financial statements.
  • Analyze financial performance in comparison to other districts, providing insights and recommendations.
  • Oversee the ongoing budget operations, ensuring thorough planning and monitoring of financial processes.
  • Conduct internal audits to verify the accuracy and compliance of financial records.
  • Coordinate training sessions for staff to enhance their financial management skills.
  • Perform additional duties as assigned by management.

KNOWLEDGE AND SKILLS:
  • In-depth understanding of financial management practices, including budgeting, accounting, and auditing principles.
  • Familiarity with state and federal financial regulations.
  • Strong oral and written communication abilities.
  • Proficient in financial reporting and record-keeping techniques.
  • Expertise in preparing comprehensive financial reports.
  • Knowledge of laws and regulations related to financial management.
  • Proficient in financial software applications.
  • Strong interpersonal skills, demonstrating patience and courtesy.

QUALIFICATIONS:

A Certified Public Accountant certification or a Master's in Business Administration, along with extensive professional experience in a business office environment, including supervisory experience, is preferred.


LICENSES AND REQUIREMENTS:

Ongoing professional development through approved continuing education classes is required. Completion of relevant financial management training programs is also necessary.
