Compensation is typically offered between the minimum and midpoint of the salary range based on experience and any housing benefit adjustments.

Key Responsibilities:
The Community Manager oversees the daily operations, physical assets, and financial performance of the assigned property.

Effectively manages business operations of HUD/RD or Tax Credit properties, including leasing, collections, marketing resident services, maintenance, risk management, expense control, information reporting, and compliance with applicable laws and company policies.

Ensures staff adherence to company policies and procedures while complying with State Residential Landlord & Tenant Acts and other governmental regulations. Implements Cascade Management's policies and procedures.

Core Duties:
1 Develop strategies to enhance asset value.

  • Process rent increase notifications and track implementation.
  • Manage and reconcile properties' Accounts Receivables.
  • Oversee approval, issuance, and timely processing of unpaid and late rent notifications. Recommend improvements to management regarding company policies and practices. Communicate with Supervisor about property operations.
  • Handle resident evictions and manage the service and preparation of necessary notices. Ensure timely processing of 30/14 notices.
  • Collect rents, maintain petty cash, ensure accurate accounting of collected funds, and make timely deposits. Log and collect late charges, NSF, and other fees. Deliver rent increase notifications to residents.
  • Supervise all property staff with guidance from Portfolio Managers.
  • Foster positive relations among tenants, employees, owners, and the local community. Maintain a pleasant and helpful demeanor at all times.
  • Complete and submit weekly reports promptly; maintain organized and legible records.
  • Assist Portfolio Managers in preparing for property inspections.
  • Conduct daily property inspections to ensure visual appeal and safety. Inspect buildings and grounds for cleanliness and report maintenance needs.
  • Maintain an organized filing system for resident information. Ensure adequate supplies of forms and postage are available.
  • Collaborate with Maintenance Technician to manage vendor selection and relations for quality performance.
  • Implement company policies as outlined in the Operations Manual.
  • Ensure compliance with federal and state regulations related to business operations.
  • Facilitate the transfer of residents to appropriately sized housing units as approved by the compliance department. Maintain waiting list files for eligible applicants and records for removed/rejected applicants.
  • Show apartments, accept applications, and screen applicants to determine eligibility according to company policies and applicable regulations; complete resident move-in documentation and ensure utility transfers.
  • Maintain high occupancy levels through continuous outreach and advertising as specified by the Affirmative Fair Housing Marketing Plan. Develop and implement resident retention strategies.
  • Address resident complaints promptly.
  • Understand rental agreements and residency policies and communicate them effectively to residents.
  • Exhibit regular and reliable attendance during scheduled hours.
  • Perform additional duties as assigned.

Education and Experience:


A high school diploma or GED is required, with 1 to 3 years of experience in Tax Credit, HUD, and/or affordable housing preferred.

Certificates, Licenses, and Registrations:
A valid Driver's License and insurance are required.

Language Skills:
Ability to read and interpret documents such as safety rules, operating instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to communicate effectively before groups of customers or employees.

Mathematical Skills:
Ability to perform basic arithmetic operations and interpret data.

Reasoning Ability:
Ability to apply common sense to carry out instructions and solve problems.

Other Qualifications:
Ability to operate basic office equipment and maintain strong attention to detail. Excellent customer service skills and a positive attitude are essential. Ability to remain organized, multitask, and work well under pressure.
