Position Overview
This role acts as the primary point of contact for stakeholders, including residents and developers, regarding the regulations, policies, and procedures related to land-use and building permits, along with associated technical services and information. The individual will facilitate communication between the public and technical/professional personnel, ensuring that customers receive accurate and comprehensive information. This position emphasizes exceptional customer service to guarantee efficient responses to inquiries. Interactions with customers occur through various channels, including in-person visits, phone calls, electronic communication, and postal correspondence.

Qualifications

Education and Experience:
High school diploma or GED is required. Additional coursework or a degree in a related field is preferred.

A minimum of three years of experience in roles that involve significant public interaction, customer service, and the interpretation of complex regulations, alongside proficiency in modern office technology.

At least one year of experience and training in building codes and permit processes, or related areas such as planning, zoning review, code enforcement, or land development, is necessary. Other combinations of education and experience that demonstrate the ability to perform the required tasks will be considered.

Knowledge of:
Legislation, county codes, ordinances, and policies governing urban planning, land use, and building codes; principles and techniques of urban and rural planning; land use and building permit processes; computer permit tracking systems and geographic information systems (GIS); standard office practices; business English; and record-keeping methods.

Skills:
Ability to interpret legal documents such as zoning codes and ordinances; organize and analyze technical information; clearly communicate policies, procedures, laws, and regulations both verbally and in writing; read and interpret maps and site plans; exercise sound judgment in decision-making; maintain positive relationships with customers and colleagues; manage challenging situations effectively; follow instructions; and operate standard office equipment.

Selection Process:

Key Responsibilities:
  • Provide friendly, accurate, and efficient service to customers for their inquiries and requests.
  • Utilize effective communication skills to ensure customer understanding and gather necessary information.
  • Proactively inform and educate customers about relevant processes and procedures.
  • Build rapport with customers to create a positive interaction and manage difficult situations.
  • Review and process various land-use and building permit applications, assisting the public in completing necessary forms.
  • Interpret building and land-use codes, including zoning and environmental regulations.
  • Issue building permits after thorough review and analysis of applications.
  • Calculate fees associated with building permits and land use applications.
  • Assess legal descriptions and documents to determine the legal status of land parcels.
  • Ensure completeness of land use and building applications.
  • Respond to routine inquiries regarding land use and building codes.
  • Utilize the county's GIS and permit tracking systems effectively.
  • Operate various office equipment and serve as a liaison between the public and technical staff.
  • Provide general information about all functions and divisions within Community Development.
Salary Information:
Salary is based on Local 307.7A guidelines.
