The City of San Bernardino Municipal Water Department is in search of a proactive individual capable of thriving in a dynamic environment. This role entails the planning, organization, implementation, and oversight of the installation, maintenance, operation, and repair of electrical systems and equipment, water treatment facilities, pumps, booster stations, pressure regulating devices, hydro-generation systems, geothermal systems, and chlorination equipment. Responsibilities also include the construction of pumping stations, as well as scheduling, assigning, monitoring, and inspecting ongoing and completed work.

The Water Utility Operations Manager will oversee and coordinate the construction and operation of the Department's production and treatment facilities. This position includes supervisory responsibilities over administrative staff and section supervisors, reporting directly to the Director of Water Utility.

Employees in this role may be designated as a "key responder," requiring them to respond to emergency operational conditions outside of normal working hours.

The ideal candidate will possess an associate's degree in engineering, physical sciences, business administration, or a related field, along with a minimum of five years of journey-level experience, including four years in a supervisory capacity within water utility engineering, operations, construction management, and maintenance. Additionally, candidates must hold a valid California Class "C" driver's license, a valid California State Water Resources Control Board (SWRCB) Water Distribution Operator Grade 3 certificate, and a valid SWRCB Water Treatment Operator Grade 4 certificate, with the expectation to obtain a valid SWRCB Water Treatment Operator Grade 5 certificate within 36 months of appointment.

Education/Experience Requirements:

  • High school graduation or equivalent.
  • Associate's degree in engineering, physical sciences, business administration, or a related field.
  • Five years of journey-level experience, including four years of supervisory experience in water utility engineering, operations, construction management, and maintenance.

Alternatively:

  • High school graduation or equivalent.
  • Ten years of journey-level experience, including four years of supervisory or management experience in water utility engineering, operations, construction management, and maintenance.

Certification Requirements:

Candidates must possess and maintain a valid California State Water Resources Control Board (SWRCB) Water Treatment Operator Grade 4 Certificate and a California State Water Resources Control Board (SWRCB) Water Distribution Operator Grade 3 Certificate. Copies of the required certificates must be submitted at the time of application. A California State Water Resources Control Board (SWRCB) Water Treatment Operator Grade 5 certificate must be obtained within 36 months of appointment.

Applicants must hold a valid California Class C driver's license. For out-of-state applicants, a valid driver's license is required, with a valid Class C California driver's license to be obtained within ten days after appointment.

Employees in this classification may be designated as key responders and will be required to respond to emergency operational conditions outside of normal working hours.

This position requires frequent standing, sitting, stooping, walking, and other similar actions throughout the workday. Employee accommodations for physical or mental disabilities will be considered on a case-by-case basis.

Incumbents must have sufficient mobility to work in an office setting, operate office equipment, transport materials and supplies weighing up to 50 pounds, and travel to various locations. Vision must be sufficient to read small print, computer screens, and other printed documents, with hearing ability in the normal audio range.
