We are seeking a highly experienced and skilled Water Service General Manager to join our team at California Water Service Group. As a key member of our leadership team, you will be responsible for overseeing the day-to-day operations of our water utility business, ensuring the delivery of high-quality water services to our customers.

Key Responsibilities:

  • Pre-Transition:
    • Act as the representative of California Water Service Group to BVRT Water Resources Holding Company, reporting regularly to our executives on all aspects of the business.
    • Ensure that the BVRT Water Resources Holding Company business is being managed and executed in accordance with the Operating Agreement.
    • Ensure that the BVRT Water Resources Holding Company business is being managed in the best long-term interests of California Water Service Group.
    • Work closely with the BVRT Water Resources Holding Company executive team on annual goals and objectives.
    • Review and approve strategic and tactical expansion plans and growth opportunities for BVRT Water Resources Holding Company in accordance with the Operating Agreement.
    • Review and approve BVRT Water Resources Holding Company capital project and operating budgets in accordance with the Operating Agreement.
    • Review and discuss capital project development and execution with BVRT Water Resources Holding Company management.
    • Review and discuss financial performance of the BVRT Water Resources Holding Company as a whole and its subsidiary utilities.
    • Review and discuss Key Performance Indicators (KPIs) for the BVRT Water Resources Holding Company business.
    • Review and discuss adherence with California Water Service Group standards and policies and the transition plan to fully integrate BVRT business units into our company.
    • Coordinate and communicate with BVRT Water Resources Holding Company executives and management on day-to-day issues and long-term issues, representing California Water Service Group views and input.
    • Coordinate BVRT Water Resources Holding Company requests for California Water Service Group subsidiary resources and expertise with appropriate departments and functions.
    • Attend weekly BVRT management meetings and appropriate California Water Service Group subsidiary meetings.
  • Post-Transition:
    • Provide daily construction staff scheduling, including timecard and work order review.
    • Provide oversight of all field operations, including construction, maintenance, customer service activities, water and waste treatment, production, operations, and contract operations.
    • Plan and expedite short- and long-term strategic and tactical goals.
    • Forecast and plan water supply, secure additional supplies through negotiations.
    • Ensure all water and wastewater quality and discharge regulations are met.
    • Ensure compliance with Sarbanes-Oxley (SOX) controls.
    • Ensure compliance with the Public Utilities Commission of Texas, Texas Commission of Environmental Quality, local County Health Departments, and Environmental Protection Agency (EPA) rules and regulations regarding water and wastewater treatment, distribution, fire protection, any and all local environmental and regulatory requirements.
    • Partner with internal and external departments to implement best practices in all aspects of operations.
    • Attend weekly Management and Regional Operations Leadership meetings.
    • Promote a safety culture and drive corporate safety objectives/goals.
    • Ensure all safety policies, procedures, and protocols are fully adhered to.
    • Partner with management to implement new wastewater treatment methodologies.
    • Respond to inquiries from agencies, contractors, customers, public officials, and vendors.
    • Coordinate and prioritize capital projects with the engineering department.
    • Review and approve all construction-related expenditures.
    • Review developer and jobbing plans, developing cost estimates, and contracts to ensure profitability.
    • Provide input, review, and oral testimony in rate cases.
    • Participate in the interview and selection of new employees.
    • Coordinate with California Water Service Group legal functions to ensure assets are protected and contract and other agreements have appropriate terms and conditions.
    • Ensure organization is up to California Water Service Group standards on Emergency Preparedness and Response Readiness.
    • Responsible for execution and delivery of capital budget.
    • Responsible for the development, control, and adherence of annual expense budget.
    • Coordinate and plan internal and external agency meetings regarding current and future water supply and related costs.
    • Ensure all employees meet required state and federal certification requirements.
    • Lead all employees to receive appropriate safety training consistent with their current roles.
    • Participate in and support Continuous Improvement programs and projects.
    • Perform other duties as assigned.

Requirements:

  • Bachelor's degree in Business Administration, Engineering, Finance, or equivalent experience in the water industry or related field.
  • Graduate degree, Professional Engineering License, CPA License, or other professional certification preferred.
  • 15 years' experience demonstrating increasing responsibility in a management or supervisory role.
  • 10 years' experience working in water and/or wastewater system production and wastewater distribution and/or working in a water utility with a focus on small systems (
