Position Overview:

The role involves the strategic planning, design, and execution of capital projects related to water utility infrastructure. These initiatives encompass the development of wells, storage facilities, pumping stations, pressure tanks, pipelines, and treatment facilities. The position requires collaboration on both new projects and enhancements to existing systems.

Key Responsibilities:

  • Develop and design capital projects in accordance with California Water Service standards and specifications.
  • Supervise the progress of construction activities, including oversight of consultants, change orders, invoices, inspections, and requests for information (RFI).
  • Coordinate with various districts to schedule work, secure necessary permits, and align on project objectives.
  • Prepare and submit permit applications while liaising with regulatory agencies.
  • Draft and review bid specifications for project proposals.
  • Analyze and review engineering drawings, collaborating with technicians to produce detailed designs for infrastructure improvements.
  • Establish and monitor project scope, timelines, and budgets for assigned initiatives.
  • Utilize financial management software to track project expenditures throughout the construction phase.
  • Assist in the planning and preparation of the capital budget and Public Utility Commission (PUC) filings, including cost estimation and project justification.
  • Evaluate and analyze issues to recommend effective solutions.
  • Review legal descriptions related to easements and properties for proposed infrastructure.
  • Contribute to the development of long-term water distribution system plans.
  • Organize and participate in meetings with internal teams and public agencies to identify challenges and devise solutions.
  • Conduct research on existing infrastructure utilizing various data sources including databases, maps, and technical documentation.
  • Perform engineering calculations and civil design analyses to address technical challenges.
  • Implement project safety planning and develop associated documentation.
  • Undertake additional responsibilities as required.

Qualifications:

  • Bachelor’s degree in Civil or Mechanical Engineering or a related discipline from an accredited institution.
  • A Master’s degree or advanced certifications are preferred.
  • Engineering in Training (EIT) certification or a Professional Engineering (PE) license in California is highly desirable.
  • Project Management Professional (PMP) certification is advantageous.
  • Previous experience in the design and management of water treatment projects is preferred.
  • Proficient in English with strong communication skills for effective interaction with colleagues and the public.
  • Ability to interpret technical documents, business publications, and regulatory guidelines.
  • Capable of producing clear and concise reports and business correspondence.
  • Strong presentation skills and the ability to respond to inquiries from management.
  • Ability to build and maintain effective working relationships with stakeholders.
  • Familiarity with word processing, spreadsheet, presentation, and email software.
  • Competence in performing accurate engineering calculations related to water supply and reliability.
  • Demonstrated ability to prioritize tasks and manage time effectively.
  • Knowledge of relevant laws, regulations, and codes applicable to engineering functions.
  • Basic project management skills, including the ability to create and monitor project schedules and budgets.
  • Understanding of water and wastewater systems is desirable.
  • A valid driver's license is required.
