Key Responsibilities

The Area Water and Wastewater Utility Planning Lead will be responsible for the technical oversight, strategic planning, and management of Utility Planning initiatives. This role involves collaborating with teams on various utility planning and management projects for federal, state, and local agencies throughout the region.

In this position, you will be expected to:

Management Duties
  • Oversee and direct Utility Planning projects, coordinating with teams on diverse utility infrastructure planning and management initiatives for various governmental agencies.
  • Manage all facets of large multidisciplinary projects or medium-sized projects with significant technical complexity, involving extensive project teams.
  • Ensure delivery of technical outputs that align with client expectations, overseeing workload, financial performance, timelines, and quality standards.
  • Prepare or supervise the creation of technical documentation and master planning studies, which may include developing and calibrating hydraulic models for water, wastewater, recycled water, and stormwater systems, conducting GIS data analysis, and formulating capital improvement recommendations.
  • Drive local and regional business development for utility planning, including lead generation, proposal preparation, and interview facilitation for new projects.
  • Mentor and develop junior staff to enhance their technical competencies in utility planning. Implement robust quality assurance and control measures.
  • Engage in local and national professional organizations and internal practice groups to continuously improve standards and best practices.
Technical Duties
  • Provide mentorship and training to junior staff to enhance their technical skills in utility planning.
  • Engage with professional organizations and participate in practice groups to improve technical standards.
  • Lead local infrastructure planning efforts, including modeling and capital improvement identification within the Utility Planning practice area.
  • Act as client manager and project manager for utility planning initiatives.
  • Enhance local technical expertise and production capacity through recruitment and training.
  • Support client development and project pursuits.
  • Facilitate lessons learned sessions to improve project delivery and identify trends and areas for improvement.
  • Monitor technical market trends in local areas.
  • Collaborate with marketing staff to develop strategies for capturing key project types.
  • Work with marketing managers to identify potential clients aligned with Utility Planning strengths.
Qualifications

Required Qualifications
  • Bachelor's degree in engineering or a related field, with a professional registration and relevant technical experience.
  • A long-term commitment to utility master planning, hydraulic modeling, and utility management services.
  • At least 10 years of experience in water and/or wastewater utilities or related engineering fields.
  • Proven experience in leading and managing diverse teams.
  • Experience in public, municipal, or investor-owned water and/or wastewater utilities, including project management in utility planning and management.
  • Hands-on knowledge in areas such as utility master planning, hydraulic modeling, water demand forecasting, and regulatory compliance.
  • A commitment to quality and alignment with HDR values.
  • Ability to collaborate effectively with other leaders and managers within the organization.

  • A Master's degree is preferred.
  • Experience in technical writing for report preparation.
