Position Overview
The State of Vermont is seeking a dedicated professional to become a part of our Hazard Mitigation Team.
This role is essential in assisting Vermont communities to design and execute initiatives aimed at minimizing their future vulnerability to climate-related threats, particularly flooding.
The selected candidate will operate under the guidance of the State Hazard Mitigation Officer, collaborating closely with two additional Hazard Mitigation Planners and a Grants Manager.
Key responsibilities will encompass the preparation of Hazard Mitigation Assistance (HMA) grant proposals for submission to FEMA, while ensuring comprehensive oversight and awareness of potential, ongoing, and completed projects across the state.
This role will involve engaging with municipalities, state agencies, and nonprofit organizations throughout Vermont to formulate applications, orchestrating outreach efforts for HMA application opportunities, and managing correspondence with FEMA regarding program development and specific applications.
Additionally, this position will provide grant support for the formulation of applications and project execution under the State's Flood Resilient Communities Fund (FRCF) initiative.
This role is classified as an Emergency Management Specialist II by the Department of Human Resources. The State of Vermont promotes flexible telecommuting options. The individual selected for this position will be expected to reside in Vermont.
Eligibility Criteria
This position is open to all State employees and external candidates. It is a temporary role, typically involving variable hours and not guaranteed to be full-time. The State does not assure 40 hours of work per week.
Background Checks:
Candidates must successfully complete any applicable background investigation, which may include Motor Vehicle/Criminal Records, Personal History, Credit, and any additional checks as required.
Work Environment
Standard office conditions are expected, with some travel required to various locations within the State. Candidates should have access to private transportation. Participation in emergency management drills and actual emergencies may necessitate work outside of regular hours. On-call availability may be required.
Minimum Qualifications
A Bachelor's degree or higher in emergency management, public administration, risk management, or a related discipline AND at least one year of experience in emergency management or planning.
OR
A minimum of four years of experience in emergency management, public administration, risk management, or a related field.
Preferred Qualifications
Experience in emergency management, including certifications in the Incident Command System.
Project management experience.
Facilitation experience.
Experience in the development or revision of plans.
Familiarity with Geospatial Information Systems (GIS) is advantageous.
Certification in the Homeland Security Exercise and Evaluation Program and FEMA Professional Development Series Certification.
Experience as a first responder.
