Position Summary

As the primary agency for the SPA 6 Coordinated Entry System (CES) for Single Adults, HOPICS plays a crucial role in identifying the most at-risk homeless individuals and effectively matching them to housing subsidies through a structured prioritization process. The CES Time Limited Subsidy Matcher will collaborate with CES-funded partners to ensure efficient tracking of housing placements and identify areas for improvement within the system.

Key Responsibilities
  • Articulate the HUD definitions of homelessness and chronic homelessness.
  • Communicate the services provided through the SPA 6 CES for Single Adults.
  • Understand various housing resources, subsidies, and eligibility criteria.
  • Coordinate subsidy matches and data sharing among CES subcontractors.
  • Enhance collaboration among interim housing and subsidy providers to facilitate rapid placements.
  • Conduct training sessions for new staff on the subsidy matching process.
  • Participate in weekly case conferencing to optimize matching to available resources.
  • Advocate for system coordination and address process barriers with regional leads.
  • Provide technical assistance on HMIS linkages and referral processes.
  • Maintain accurate documentation and logs of subsidy matches and allocations.
  • Prepare and submit weekly reports on subsidy slots to the CES Matching Supervisor.
  • Manage the Community Queue system registry in HMIS.
  • Foster effective relationships with community partners and stakeholders.
  • Stay informed about eligibility criteria for various housing subsidy programs.
  • Support the achievement of CES contractual performance targets.
Qualifications

Required:
- High School diploma with 3 years of experience in homeless services or a Bachelor's degree with 1 year of experience.
- Knowledge of housing subsidies in LA County and the Coordinated Entry System.
- Strong communication skills and ability to engage with diverse community partners.
- Detail-oriented with excellent organizational and time management skills.
- Valid driver's license and reliable transportation.

Preferred:
- Experience with Microsoft Office, HMIS, and database management.
- Public speaking skills and ability to convey complex ideas effectively.

Working Conditions

This position involves both office and fieldwork, requiring adaptability to a fast-paced environment with various priorities. The role may involve interaction with clients in challenging situations.
