Department Overview
The Flexible Housing Subsidy Pool (FHSP) is a rental subsidy initiative managed by the Los Angeles County Department of Health Services (DHS) in collaboration with governmental partners, managed-care organizations, and foundations. The FHSP aims to secure quality, affordable housing for extremely vulnerable residents of Los Angeles. Brilliant Corners serves as the central coordinating community-based partner for FHSP, working to secure a diverse range of housing options, including individual apartments, clusters of units, and entire buildings. Our responsibilities include identifying and securing units throughout the county, providing move-in assistance and rental subsidy disbursements, coordinating with case managers, and facilitating neighborhood relations.
Role Summary
Housing Coordinators deliver direct services to individuals who have previously experienced homelessness across Los Angeles County, assisting them with all facets of the housing process. Our program participants reside in various settings, including scattered-site locations, project-based environments, and residential facilities, which may utilize either FHSP locally funded subsidies or federal vouchers to subsidize their rent. Housing Coordinator candidates may engage with participants in any of these settings or subsidy types. Under the guidance of the Program Supervisor, the Housing Coordinator will support formerly homeless individuals in securing housing in Los Angeles County and provide ongoing housing retention services post-move-in. This role involves direct interaction with tenants and collaboration with property providers, case management, and service providers to ensure the long-term housing stability of program participants. The Housing Coordinator will conduct regular home visits to ensure tenant well-being and unit habitability, while also employing creative strategies to prevent eviction and address housing-related challenges. Those working with federal voucher holders will gain knowledge about public housing agencies and Brilliant Corners' policies to serve as a resource for participants regarding housing-related matters.
Key Responsibilities
- Assist program participants, case managers, and property providers in navigating public housing agencies as needed.
- Coordinate move-ins for program participants into scattered-site units, project-based units, and/or enriched residential facilities.
- Act as a liaison between program participants and case management services.
- Collaborate with the Housing Acquisitions team to facilitate housing placements and assignments.
- Ensure tenant well-being and unit habitability through regular inspections and wellness checks.
- Respond to housing and tenant-related emergencies during business hours and after hours.
- Evaluate the need for reasonable accommodations/unit modifications and assist participants in obtaining necessary documentation.
- Educate community members about the housing needs of program participants and the significance of supportive housing.
- Submit and follow up on maintenance requests for tenants.
- Maintain accurate progress notes, files, and correspondence while ensuring confidentiality.
- Update multiple data systems with relevant participant information.
- Conduct routine home visits and phone calls to program participants while maintaining appropriate boundaries.
- Participate in all agency staff meetings, trainings, and department meetings.
- Perform other duties as assigned by the Program Supervisor or Program Manager.
Qualifications
Professional Experience
- Minimum of one year of experience in non-profit human services.
- Experience working with homeless individuals, veterans, or people with health conditions is preferred.
- Familiarity with various housing models, such as permanent supportive housing or rapid rehousing, or knowledge of the public housing agency (PHA) system is advantageous.
Knowledge, Skills, and Abilities
- Exceptional verbal and written communication skills.
- Strong interpersonal abilities.
- Willingness to travel throughout Los Angeles County and conduct regular in-person visits.
- Possession of a valid California driver's license, a clean driving record, and automobile insurance.
- Access to reliable transportation.
- Basic computer proficiency, including MS Word and Excel; PowerPoint knowledge is a plus.
- Flexibility in scheduling and task prioritization is essential.
- Ability to apply critical thinking skills in decision-making situations, along with strong organizational and record-keeping skills.

Certificates, Licenses, and Registrations
A valid, clean California driver's license and a personal insured vehicle are required.
Travel Requirements
This role necessitates frequent visits to properties, attendance at vendor meetings, community gatherings, funding workshops, trainings, and other events within Los Angeles County. Occasional travel outside the county for organizational events may also be required.
Physical Requirements
Candidates should possess the physical ability to perform tasks such as standing, bending, and walking on uneven surfaces, as well as the capacity to sit for extended periods. Candidates should also be able to lift and carry moderate weights safely. Mental acuity for analytical reasoning and document interpretation is essential.
Compensation
The salary range for this position is $24.04 - $29.14 per hour, with the starting rate set at $24.04 per hour.
