Job Overview

The Maryland Department of Human Services (DHS) is seeking an innovative technology executive to spearhead and implement a robust IT strategy that aligns with the organization's mission and core values. The successful candidate will be a transformative leader, leveraging advanced solutions from diverse sectors to enhance resource optimization within the Office of Technology for Human Services (OTHS) and improve the efficiency of the Department's service delivery and IT systems.

The Chief Technology Officer (CTO) will manage the operations of the Office of Technology for Human Services (OTHS) at DHS, providing strategic direction and oversight for all OTHS activities. The CTO will serve as a key advisor to the Human Services Secretary and act as the primary liaison for information technology, cybersecurity, and technology management with other governmental entities and private sector organizations. Additionally, the CTO will oversee all IT initiatives within the Department.

This role presents a unique opportunity to lead, motivate, and develop a technology team dedicated to driving digital transformation and shaping the technological framework of the Department.

OTHS is tasked with managing comprehensive IT processes across the department, supporting Local Departments of Social Services in 23 Maryland counties and Baltimore City, which includes:

  • Management of projects, programs, and portfolios
  • Support for IT procurement
  • Infrastructure management for networks, data centers, cloud services, and telecommunication systems
  • Development, maintenance, and operation of information systems
  • Implementation of cybersecurity measures and state security protocols
  • Creation, maintenance, and enforcement of IT policies, procedures, standards, and guidelines
Key Responsibilities

Primary duties encompass:

  • Overseeing all IT operations of the Department, including data centers, cybersecurity, and technical service centers
  • Ensuring adherence to IT development and management standards in accordance with Federal, State, and Departmental regulations
  • Providing strategic advice to the Secretary on innovative IT solutions and managing OTHS resources effectively
  • Supervising information management, data integrity, security, and privacy protocols within the Department
  • Assessing and advising on the performance of the Department's IT investments
  • Establishing and maintaining security and privacy initiatives, including disaster recovery strategies
  • Collaborating with stakeholders on the development of new systems
  • Preparing IT budgets and project requests
  • Enhancing the organizational structure of the Department's IT
  • Aligning IT procurement and management with industry best practices
  • Developing a comprehensive IT master plan for the Department
  • Integrating IT considerations into strategic planning, budgeting, acquisition, and program management
  • Conducting performance evaluations for IT personnel and facilitating their professional development
  • Engaging with State IT leaders to implement cohesive statewide IT frameworks
Qualifications

Education: A Bachelor's degree in Information Technology or a related discipline.

Experience: A minimum of ten years of progressive IT leadership experience, including at least three years in a senior IT position within a large organization.

Preferred Qualifications

  • Experience in planning and executing enterprise IT systems to improve operational efficiency
