Senior Accountant (Systems) - Department of State

The Department of State is seeking a highly skilled Senior Accountant (Systems) to join our team. As a key member of our financial operations team, you will play a critical role in evaluating, defining, documenting, reviewing, and implementing financial systems requirements, enhancements, and supporting users of accounting, financial, budgeting, and information reporting systems.

Key Responsibilities:
  • Provide support and training to financial service centers, bureaus, and post users in the use of various financial and related systems deployed in the Department.
  • Assist in the deployment of such systems and recommend new and revised accounting systems, regulations, policies, and procedures consistent with the specific needs and responsibilities of the staff in alignment with strategic goals.
  • Perform detailed design systems analyses of enhancements and interfaces to determine if proposed changes will function properly in the context of existing systems.
  • Design, re-design, and adapt existing automated and manual systems and sub-systems to meet financial management needs of the worldwide operations of the Department.
  • Coordinate new initiatives and solutions with higher-level management and other experts in the Department and other organizations, the systems of which interface with the Department's financial systems.
Requirements:
  • Meet one of the basic qualification requirements described below:
  • A. Hold a degree from an accredited college or university in accounting and/or auditing, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting and/or auditing.
  • B. Combination of Education and Experience:
    • Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
    • Meet one of the following:
      • Twenty-four semester hours in accounting or auditing courses.
      • A certificate as a Certified Public Accountant or a Certified Internal Auditor obtained through a written examination.
      • Have at least 4 years of experience in accounting and completion of the requirements for a degree that included substantial coursework in accounting or auditing, but that does not fully satisfy the 24-semester-hour requirement.
Additional Requirements:
  • Have at least one year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
  • Experience in performing detailed design systems analyses of enhancements and interfaces to determine if proposed changes will function properly in the context of existing systems.
  • Experience in decision-making and advising program managers on regulatory requirements, financial policies, the interpretation of data, and program improvements through analysis of program operations, monthly reports, and special systems edits.
  • Experience in ensuring that requested system requirements follow financial management policies.

Education completed in foreign colleges or universities may be used to meet the education requirements if you can show that the foreign education is comparable to that received in an accredited educational institution in the United States. It is your responsibility to provide such evidence when applying.
